Description

This position will perform technical office and field work in the enforcement of various City codes and ordinances, and assist with Planning related functions in the Community and Economic Development Department.

Essential Duties

  • Congduct field checks to uncover possible violations of a variety of City codes and ordinances, including zoning, nuisance, property maintenance, and housing.
  • Investigate possible violations, contact responsible parties in person and in writing; perform follow-up investigations to see that remedial action has been taken. To the extent possible, direct citizens to individuals or agencies that may assist in resolving violations or related concerns.
  • Prepare and present code violation cases before appropriate legal entities, including but not limited to courts, the Planning Commission or City Council.
  • Compile information and prepare staff reports on a variety of code enforcement matters.
  • Respond to citizen complaints regarding code violations; investigate and resolve problems.
  • Educate residents and the commercial community on City requirements.
  • Deal positively and equitably with the public while enforcing Code requirements.
  • Attend staff meetings, neighborhood meetings, Planning and City Council meetings as required.
  • Perform related duties as assigned.

Qualifications

  • Knowledge of: Investigate principles and practices.
  • Ability to: Learn and explain appropriate City codes and ordinances. Learn, understand and apply land use regulations. Handle hostile situations in a non-confrontational manner. Work with citizens to resolve issues in a creative, problem-solving fashion. Analyze and compile technical information on code investigations and violations. Apply investigations techniques useful in insuring compliance with appropriate codes and ordinances. Establish and maintain effective working relationships with others. Communicate clearly and concisely, orally and in writing. Perform duties in a helpful, courteous, and customer service oriented manner. Become familiar with appropriate government (local, state and federal) and charitable agencies that may assist in resolving violations, disputes, or improve neighborhood quality of life. Maintain current and accurate records.
  • Experience and Education: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical combination is a minimum of two years of duties which applies to the knowledge and abilities listed above and two years of college coursework from an accredited college. A Bachelors Degree in Sociology, Political Science, Planning or similar field may substitute for one year of experience. Spanish speaking and computer literacy highly is desirable.

Licenses and Certifications

  • Must possess a valid Class C California Driver's License with an acceptable driving record througout the course of employment.

Pay

  • Paid Vacation - 88 hours after one year, 128 hours after 5 years, 168 hours after 10 years, and 208 hours after 20 or more years of service.
  • Sick Leave - 105 hours per year with the employee having the option to accumulate a maximum of 800 hours or receive pay each July for unused portion accumulated in the preceding fiscal year.
  • Retirement – Employees are covered under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS members as defined by AB340 (PEPRA). New employees to CalPERS pay 6.25% of the employees' portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS. PERS determines whether an employee is a Classic or New PERS member.
  • The City does not contribute to Social Security.
  • Holidays - The City observes eleven (11) holidays.
  • 4/10 Schedule- Monday through Thursday.

  • Insurance - The City offers CalPERS health benefits to all full time employees. The City will pay 100% of the health insurance premiums for full-time employees and their qualified dependents, but not to exceed the Kaiser HMO premium. Employees may choose a different CalPERS health care provider offered by the City, however, any cost greater than the Kaiser HMO premium rate shall be paid by the employee through payroll deductions.
  • Multiple CalPERS Medical plans to choose from or Cash In-Lieu of Benefits (amount shall be paid at 80% of the Kaiser HMO-level, published by CalPERS for 2017)
