Lead Technical Product Manager
About the role
The California Air Resources Board (CARB) is seeking a passionate Information Technology Specialist II with a unique mix of technical ability, people skills, and understanding of project management techniques to join our dynamic team. As an IT Specialist II in the DevOps and Database Unit, you will be a technical product manager responsible for providing application support for new and maintenance applications. This position will assist with all phases of the Software Development Lifecycle in varying capacities, depending on skillsets, but focusing on requirements gathering, design and testing.
Responsibilities
- Provide application support for new and maintenance applications.
- Aid in all phases of the Software Development Lifecycle, focusing on requirements gathering, design, and testing.
- Assist with system analysis and design, business process reengineering, developing business requirements, testing, and joint application development.
- Design databases with an understanding of database normalization concepts.
- Lead and mentor other staff members.
- Assess and effectively escalate situations for proper resolution.
- Manage and prioritize tasks and responsibilities.
- Contribute to the development of creative solutions for unique problems.
- Provide top-notch customer service to CARB programs.

Skills
- Experience with system analysis and design, business process reengineering, developing business requirements, testing, and joint application development.
- Experience designing databases with an understanding of database normalization concepts.
- Experience training and assisting non-technical staff.
- Experience as a .NET software developer is a plus.
- Experience with Microsoft Power Platform and SharePoint, or other low-code technologies, is a plus.
- Strong administrative, communication, time management, facilitation, and organizational skills.
- Ability to be flexible and develop creative solutions for unique problems.
- Experience leading and mentoring other staff members.
- Strong analytical and critical thinking skills.
- Commitment to providing top-notch customer service.
- Desire for continuous learning in technical and non-technical areas.

$8,625.00 - $11,557.00 per Month
Schedule
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy.
