Lead Senior Counsel
About the role
Under the general direction of the Assistant Chief Counsel of the Hospital Fair Billing Program, the Attorney IV (Lead Senior Counsel) provides direction and leadership pertaining to the more complex, novel, difficult, and sensitive legal issues related to the Hospital Fair Billing Program and the implementation of Assembly Bill 1312.
Responsibilities
- Ensuring that hospitals comply with the laws regarding health care debt and fair billing, as set forth at Article 1, Chapter 2.5, Part 2, Division 107 of the Health and Safety Code (Section 127400 et seq.), including requirements for hospital discount payment, charity care, and debt collection policies
- Reviewing these policies for compliance
- Receiving consumer complaints
- Conducting investigations and assessing penalties when warranted
- Pursuing enforcement actions as necessary through the administrative hearing process
- Administering an appeal process from administrative penalties
Classification and pay
ATTORNEY IV: $11,993.00 - $16,096.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Sacramento County. Hybrid telework. Permanent, full-time position.
Special requirements
This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information. Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.
