About the role
Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building, and commissioning a semiconductor fabrication facility in Clay, NY. M&T serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets, delivering innovative solutions and world-class talent to solve industry challenges. This role leads the implementation of a quality management system for Off-Site Manufacturing (OSM) within the project quality program, including surveillance and continuous improvement activities. OSM includes modules, skids, prefabrication, and preassemblies as defined by the Construction Industry Institute (CII).
Responsibilities
- Lead OSM quality management activities covered by the project quality plan and contract quality requirements, including pre-award assessments of potential suppliers and subcontractor quality management systems and records.
- Assess and monitor all project functions involved in the OSM process, including project management, engineering, procurement, construction, and other functions.
- Review and monitor nonconforming conditions and associated corrective actions to ensure quality program effectiveness.
- Review and determine applicable OSM quality requirements for inclusion in engineering, procurement, and construction audits and surveillances.
- Review and report on project-associated OSM quality-related procedures and manuals for compliance with project contracts, procedures, and requirements.
- Review and determine compliance with Bechtel-approved OSM supplier inspection and test plans.
- Coordinate with supplier quality representatives and field engineering in the governance and oversight of supplier quality control programs and manufacturing quality performance.
- Ensure effective communication of project quality requirements and operational performance feedback between project teams and OSM subcontractors, promoting quality improvement throughout the manufacturing and construction lifecycle.
- Provide quality leadership and technical support to OSM subcontractors during cause analysis, developing corrective action plans to resolve complex issues.
- Serve as the primary interface between project teams and OSM subcontractors for communicating quality requirements, clarifying expectations, and providing feedback on OSM fabrication, inspection results, transportation damage, installation issues, and observed quality performance.
- Review and report on new or revised project OSM design documents, procedures, and requirements, incorporating them into audits and surveillances.
- Identify and provide oversight of OSM continuous improvement efforts (PIEs).
- Manage and supervise OSM quality personnel.
Requirements
- Bachelor’s degree (or international equivalent) in sciences, engineering, or a related field.
- 10–13 years of relevant Quality and OSM experience, or 14–17 years of relevant Quality and OSM work experience.
- Qualified lead auditor with ASQ or equivalent certification(s) preferred.
Skills
- Knowledge of OSM quality assurance requirements and their application across project functions, including project management, procurement, construction, engineering, and project controls.
- Proficiency in implementing and managing quality assurance programs.
- Knowledge of EPC industry application of quality assurance standards.
- Ability to facilitate structured cause analysis and corrective action planning.
- Knowledge of Lean Six Sigma process improvement methodology and ability to perform Process Improvement Projects (PIEs).
- Proven record of interfacing with supervisors, project functions, and customer quality representatives.
- Knowledge of design, procurement, construction, start-up, and commissioning requirements and procedures.
- Awareness of current construction industry trends, innovations, and regulatory requirements.
- Extensive track record of supervising quality management teams in challenging environments.
- Experience in planning and conducting quality surveillances related to OSM and major construction of industrial facilities.
- Flexibility to respond to urgent project requests and changing priorities.
- Ability to work under pressure with minimal supervision.
- Demonstrated ability to work with people of varied backgrounds and objectives.
Pay
Salary range: $119,800 – $182,700 annually. The final salary offered is determined by education, experience, and qualifications of the applicant.
