Lead Proposal Developer - Water & Environment

The team supports commercialization and growth by managing multidisciplinary pursuits that require clear communication, technical expertise, and strategic proposal development. About the Opportunity:The LEAD PROPOSAL DEVELOPER - WATER & ENVIRONMENT is responsible for managing and delivering complex proposals and shortlist interviews that support strategic pursuits in the Water & Environment sector. This role combines hands-on proposal development with leadership through expertise, collaboration, and mentorship. It contributes to strengthening proposal practices across the department and influences improvements to pursuit workflows and content quality. Responsibilities:Manage multidisciplinary, complex proposals and interviews from planning through submission and client presentations.Collaborate with sales and technical teams to clarify client priorities and develop effective win themes.Analyze solicitation requirements and develop compliance matrices, schedules, and assignments.Facilitate strategy sessions, kickoff meetings, and proposal reviews.Coordinate contributors and manage risks across concurrent pursuits.Lead shortlist interview preparation, including strategy, storyboarding, and coaching presenters.Write, edit, and design persuasive proposal content and interview materials.Conduct technical interviews and translate complex information into clear responses.Perform substantive editing and proofreading to enhance proposal narratives.Design layouts, presentations, and graphics using Adobe Creative Cloud and Microsoft tools.Manage version control, final production, approvals, and submission compliance.Mentor proposal professionals and provide guidance across teams.Develop and deliver training and onboarding for proposal staff.Lead or support initiatives to improve proposal workflows, standards, templates, and tools.Partner with cross-functional teams to align proposal efforts with broader business processes.Evaluate and pilot automation and AI tools to support proposal work.Facilitate pursuit debriefs and recommend process improvements.Advise leadership on resource needs, risks, and improvement opportunities. Requirements:Associate’s or bachelor’s degree in communications, English, journalism, marketing, graphic design, technical communication, or related field, or equivalent experience.Minimum seven years of progressive proposal development and management experience in the AEC industry or related technical professional services.Proven expertise in technical writing, editing, proofreading, and graphic design for proposals.
