Job Description
This position serves as a lead planning and scheduling subject matter expert responsible for providing surge support to Tier One Programs. The role delivers direct program support for tool implementations, change control activities, customer deliverables, baseline review support, and cost and schedule integration within an Earned Value Management environment, as well as major replanning efforts including OTB/OTS actions, formal internal reprogramming, and other schedule recovery initiatives.
Essential Functions
- Develop, maintain, and analyze Integrated Master Plans and Integrated Master Schedules (IMP/IMS) using program requirements, including SOW, WBS, and related planning inputs.
- Perform schedule analysis including critical path analysis, schedule risk analysis, network logic validation, baseline maintenance, and schedule health metric assessment such as BEI, CPLI, and SPI.
- Identify schedule issues, logic conflicts, and performance variances; investigate root causes and recommend corrective actions to improve schedule quality and program execution.
- Integrate schedules across cross-functional teams including engineering, finance, supply chain, manufacturing, and quality to ensure alignment with program objectives and executable plans.
- Support Earned Value Management System (EVMS) execution through schedule status analysis, variance analysis, and maintenance of compliant planning and scheduling practices.
- Prepare and present schedule status, key milestones, critical path drivers, risks, and recovery plans to program leadership and other stakeholders.
- Cookordinate subcontractor and supplier schedule integration, including assessment of impacts to program milestones and dependencies.
- Apply project management and scheduling tools and techniques, including Gantt, PERT, milestone charts, and earned value methods, to measure progress and identify areas requiring management attention.
- Ensure schedules comply with internal procedures, project controls requirements, and applicable customer or industry standards.
- Drive improvements to scheduling processes, tools, metrics, and standards to enhance schedule quality, transparency, and program performance.
- Serve as a subject matter expert in planning and scheduling, providing technical guidance, mentoring, and knowledge sharing across programs and functional teams.
- Participate in program reviews, schedule status meetings, and leadership briefings, and communicate issues, impacts, and recommendations clearly to internal and external stakeholders.
- Support planning excellence, schedule training, and continuous improvement initiatives across the organization.
Qualifications
- Bachelor’s Degree in Business, STEM, or other related field with a minimum of 9 years in planning and scheduling; or a Master’s Degree with a minimum of 7 years in a related field; or, in lieu of a degree, a minimum of 13 years of related experience.
Preferred Additional Skills
- Ability to obtain a security clearance.
- Strong knowledge of supporting DoD programs in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) environment.
- Demonstrated ability to lead planning and scheduling efforts for large, high-visibility government programs.
- Proven ability to create and maintain an Integrated Master Schedule (IMS) and supporting schedules for assigned projects or programs.
- Strong working knowledge of Monte Carlo schedule risk analysis.
- Experience developing and maintaining resource-loaded Integrated Master Schedules (IMS) in support of program planning, execution, and Earned Value Management requirements.
- Program management and coordination capability, including knowledge of Systems Development Life Cycle (SDLC) processes.
- Strong critical thinking and problem-solving skills, with attention to detail and quality of deliverables.
- Working knowledge of Earned Value Management Systems (EVMS).
