Responsibilities
- Negotiates, evaluates, determines, and executes program project management activities to manage one or more significant, complex program or components.
- Leads, directs, influences, and exercises extensive technical knowledge and expertise to identify and mitigate program risks and to evaluate and resolve significant technical issues pertinent for key complex program(s) and supporting projects.
- Exercises extensive knowledge of programs and business processes to negotiate and establish achievable cost and schedule parameters for key and complex weapons programs and/or reimbursable product/service programs and related program elements.
- Leads, as first point of contact, the establishment of production/project definitions, maintenance of directive schedules, and engineering releases associated with key weapon.
- Integrates customer needs with business competencies to drive growth in both existing and emerging markets.
- Participates in strategic planning.
- Leads teams and matrix reports to manage day-to-day program requirements.
- Assists the selection and development of programmatic resources.
- Provides general management, oversight, and execution of ongoing Program Excellence and Excellence in Project Management initiatives and continuous improvement across the business and execution within assigned complex program(s).
- Provides matrix management leadership for divisional project leads.
- Ensures that the right projects are prioritized and then managed to a successful completion.
- Drives continual operational alignment of Program Excellence initiatives and tools with strategic goals to ensure consistency across Division programs.
- Guides the effective use of program/project resources including personnel, tools, and processes.
- May lead KCNSC and/or NSE-wide programs and activities to standardize and execute best business processes [such as: Program Excellence, EIPM (Excellence in Project Management), IPDS (Integrated Product Delivery System), Integrated Phase Gates, Baseline Change Management and/or others].
- May own, develop, and provide leadership for execution of business training and development across the organization and, potentially, across elements of the NSE.
- Integrates business requirements to meet the needs of core and emerging markets.
- Serves as the primary KCNSC point-of-contact and liaison with program leadership at the Department of Energy, NSE Design Agencies, NSE Production Agencies and other external stakeholders, as well as with internal executive leadership at the KCNSC.
- Builds and maintains collaborative relationships with other internal business units and external customers.
- Guides and mentors Deputy & Associate Program Managers and other program support staff.
Requirements
- Bachelor's degree in Business or Engineering
- 7 or more years of experience in key Engineering, Manufacturing, and/or Program/Project Management roles, including applications of: advanced engineering technologies; program/project management principles related to highly complex technical or program assignments; complex strategic business processes
- United States Citizenship
- Ability to work on-site as directed by management and as determined by the needs of the business
- Regular and reliable attendance is an essential function of this job
- Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations)
Qualifications
- Familiarity with infrastructure processes and procedures
- Masters degree in Business or Engineering preferred
- Experience leading matrixed and multi-disciplinary complex teams and assignments
- Technical understanding of weapon systems and component functions preferred
- Understanding of the NSE weapons acquisition and product realization process preferred
- Extensive knowledge and expertise in complex engineering and/or program management processes, principles, tools, and architecture with progressive history of responsibility and success
- Expertise in estimation methods, critical path analysis, and contemporary program management trends and practices
- Proven excellence in effective communication, interactive presentations, and negotiation skills
- Proven leadership skills and ability to mentor, coach, and lead program management personnel and other staff in matrixed management environment
- Ability to be the company spokesperson for key programs
- PMI certification preferred
