LEAD FINANCIAL SYSTEMS SPECIALIST.

About the Role

Designs, develops, tests, and maintains financial reporting applications using Oracle APEX, Power Platform, SQL, and VBA. Creates, develops, and implements conversions of unauthorized user-developed applications (U-IT) to authorized enterprise IT solutions (A-IT). Provides expert technical guidance and training to systems users. Identifies system weaknesses and develops modifications to improve effectiveness, efficiency, and economy.

Responsibilities

• Serve as a lead advisor analyzing, designing, testing, and modernizing automated financial systems while ensuring compliance with standard accounting practices and internal controls.
• Design, develop, test, and maintain financial reporting applications using Oracle APEX, Power Platform, SQL, and VBA.
• Convert unauthorized user-developed applications (U-IT) to authorized enterprise IT solutions (A-IT).
• Provide expert technical guidance and training to systems users.
• Identify system weaknesses and develop modifications to improve effectiveness, efficiency, and economy.

Requirements

• Must be a U.S. Citizen.
• This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Registered for Selective Service (males born after 12-31-1959).
• Suitable for Federal employment.
• Candidates must have served 3 months after latest competitive appointment in the Federal service.
• Obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program within two years of employment. Failure to become certified may result in removal from the position.
• New employees will be required to successfully pass the E-Verify employment verification check.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as serving as a lead advisor analyzing, designing, testing, and modernizing automated financial systems while ensuring compliance with standard accounting practices and internal controls.

Education is not substitutable for specialized experience at this grade level.
