Lead Estimator - Heavy Civil Construction/Bridge & Highway

About the role

Lead a team to manage and prepare bid packages from start to finish, including cost-saving initiatives, CPM scheduling, Maintenance of Traffic Analysis, and bid strategy. After winning a bid, transfer all documentation, present to executives, and assist the managerial team with buyouts, value engineering, and future change order analysis.

Responsibilities

  • Review standard and specification updates from owner authorities.
  • Understand contract terms, requirements, drawings, special provisions, and technical specifications.
  • Break down work activities with bid items and quantities.
  • Provide initial estimates (green sheets) to analyze cost percentages per construction division.
  • Create and analyze Risk Matrix and CPM Scheduling.
  • Track requests for information during the bid process.
  • Study and review estimating reports (equipment hours, labor hours, key indicators).
  • Conduct full reviews of bid submittals and lead presentations to executives before submission.
  • Maintain backups of all estimates.
  • Perform productivity analysis with similar jobs.
  • Guide, coordinate, and assign work to estimators within the team.
  • Maintain estimating software: labor, equipment, permanent material, and construction material rate updates, as well as crew, activity, and bid item codebooks.
  • Monitor global and local economic conditions, including inflation, construction index prices, and major commodities trends.
  • Build and maintain relationships with subcontractors and suppliers.
  • Identify bid opportunities with current and new clients.
  • Participate in the estimating hiring process, summer internships, and mentoring young estimators.
  • Create budgets for awarded contracts.

Requirements

  • B.S. in Engineering or Construction Management.
  • Minimum 10 years of experience in Heavy Civil, including field positions, with at least 5 years of estimating experience in the USA.
  • Knowledge of contract types: design-build, design-bid-build, Lump Sum.
  • Familiarity with clients such as FDOT/Turnpike, Miami Dade Expressway (MDX), South Florida Water Management (SFWMD), and city/county authorities.

Skills

  • High work values, integrity, and ethical standards.
  • Strong leadership skills to manage and coordinate the estimating team.
  • Excellent organization and communication skills (verbal and written).
  • Knowledge of FDOT bridge and roadway construction.
  • Expertise in foundations, concrete structures, cofferdams, retaining walls, temporary structural systems, underground/utility work, earthwork, signalization, roadway lighting/signing, intelligent transportation systems, and safety standards.

Software Skills

  • 30-Hour OSHA training.
  • Microsoft Office: Outlook, Excel, Word, PowerPoint.
  • Scheduling software: P6 Primavera.
  • Heavy Bid from HCSS.
  • Vista Accounting Software.
  • Bluebeam by REVU.
