Lead Contracting Officers Representative.

This position is a federal role within the Department of the Navy and is subject to specific conditions of employment.

Responsibilities

• Ensure all necessary actions for effective execution of valid government requirements via contract vehicles are accomplished.
• Perform Advanced Planning Acquisition (AAP) by aiding projects and customers during pre-planning and development phases.
• Coordinate and lead the Acquisition Team in scoping meetings, assigning roles and responsibilities, ensuring realistic planning goals and objectives are established, ensuring adherence to schedule, and monitoring progress.
• Prepare metrics and reports, providing input and recommending changes to accomplish mission and program goals and objectives.
• Notify the Contracting Officer of any contractor performance issues and take corrective action as appropriate.
• Provide oversight of contractor performance and contract execution to ensure financial and technical compliance with contract terms and conditions.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Appointment of retired military members within 180 days immediately following retirement date is subject to provisions of 5 United States Code 3326.

• Required to obtain and maintain a current valid United States driver’s license.
• Required to successfully complete a pre-appointment physical examination.
• Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Must complete Contracting Officer's Representative (COR) training and other COR certification requirements per NAVSEA Instruction 4200.17.
• Requires computer training and operation of Navy unique programs/systems.
• Must complete satisfactory training and certification meeting NAVSEA requirements for Submarine Safety Program awareness.
• May be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). Participation in medical surveillance programs is required.
• May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.
• May be required to perform occasional sea duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. This experience includes:

• Managing acquisition or procurement strategies.
• Carrying out quality assurance inspections to check contractor performance in an industrial setting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.

Additional Information

• This position is subject to working an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay may be required.
