Lead Construction Project Manager

About the role

The Harris County Flood Control District is seeking qualified candidates for the role of Lead Construction Project Manager. The District has jurisdiction over stormwater facilities, detention basins, and wetlands mitigation banks, managing projects that reduce flood risk in Harris County, one of the most populous counties in the U.S.

Responsibilities

• Staff Management & Training: Manage District and consultant construction project management staff, plan and monitor workloads, provide training, assign field inspection personnel, and resolve conflicts.
• Quality Assurance & Documentation: Ensure quality assurance/quality control of documentation, inspect projects, review progress reports, and recommend actions based on test results.
• Construction Evaluation & Inspections: Assist in reviewing and evaluating contractor’s work, develop processes, and provide technical advice.
• Project Coordination & Communication: Attend meetings, liaise with contractors and stakeholders, and provide technical advice.

Requirements

• Education: Bachelor's degree in Civil Engineering or a related field.
• Experience: Five (5) years of verifiable experience in engineering planning, design, and construction management, including stormwater drainage design and construction.
• Licensure: Valid Class "C" Texas Driver’s License and Professional Engineer (PE) license in the State of Texas.
• Knowledge, Skills, and Abilities: Excellent written and verbal communication, reading and understanding construction plans, working independently, organizing, prioritizing, using Microsoft Office, and project management tools.

Preferences

• Prior experience with AutoCAD Civil 3D and Bluebeam (preferred).
