About the role

Anne Arundel County Government is seeking a highly motivated individual to fill a professional, full-time, permanent Landfill Manager position in the Waste Management Division of the Department of Public Works. The Landfill Manager oversees the operation and maintenance of a County sanitary landfill, resource recovery facility, and recycling center.

The position manages the day-to-day operations of the active landfill and seven closed landfill areas at the 565-acre Millersville Landfill and Resource Recovery Facility in Severn, Maryland, as well as two closed landfills in Deale and Glen Burnie, Maryland. Responsibilities include overseeing municipal landfilling operations, managing solid waste disposal, liner and leachate collection systems, landfill gas (LFG) collection and recovery systems, recycling activities, and post-closure care.

There is considerable public contact with county residents, private contractors, and citizens regarding operational and environmental compliance activities.

Responsibilities

  • Plans, organizes, and schedules refuse disposal activities, including excavation, soil hauling, waste compaction, recycling, monitoring contractor performance, and checking sediment and erosion control devices.
  • Supervises and schedules employees engaged in laborer duties, operation and maintenance of complex heavy equipment (wheeled, tracked, and stationary), and landfill operations.
  • Determines layout and fill sequence of landfill subcells, directs maintenance and construction of sediment and erosion control devices, and ensures proper access roads.
  • Ensures landfill operations comply with Federal, State, and County laws, including daily, intermediate, and final cover; weight records; seeding; and other required maintenance activities.
  • Informs landfill and recycling area users of rules, regulations, and responsibilities for solid waste disposal; prepares and maintains records and reports on personnel and facility operations.
  • Inspects new construction, such as lined cells, leachate collection systems, sediment and erosion control devices, and recycling area layout.
  • Assists with preparation and administration of the operating budget for the landfill and resource recovery areas.
  • Drafts policies and operational procedures to maintain a safe working environment and customer-oriented focus.
  • Administers contracts for supplies and services, including writing proposals, advertising and reviewing bids, and ensuring contract compliance.
  • Reads and interprets engineering documents related to erosion and sediment control, stormwater management, and landfill subcell fill sequences.
  • Performs duties of a higher-level manager as required and serves as a liaison for citizen contact regarding environmental compliance activities.

Requirements

  • Bachelor’s degree from an accredited college or university in physical, environmental, or biological sciences, engineering, geology, hydrology, or a related field.
  • Two or more years of experience in landfill operations, environmental regulations, and waste management service operations.
  • Valid non-commercial Class C motor vehicle operator’s license.

Substitution: Two years of experience in heavy and civil earthwork construction management may substitute for the landfill operations experience. Construction management experience includes primary project management (submittals, invoices, RFIs, change orders, schedule tracking, close-out documents), project cost controls, site safety, environmental compliance, and personnel management.

This is a safety-sensitive position; employees are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

Skills

  • Thorough knowledge of integrated solid waste management systems and local, State (MD), and Federal waste management laws.
  • Skill in planning, goal setting, and managing human resources and equipment for safe, efficient, and customer-friendly operations.
  • Skill in supervising, counseling, motivating, disciplining personnel, and maintaining effective working relationships.
  • Ability to communicate effectively both orally and in writing.
  • Ability to develop and implement solutions to operational problems and evaluate operational data (tonnage, leachate, landfill gas) for efficiency improvements.
  • Experience with Microsoft Office (Word, Excel, PowerPoint), G-Suite (Gmail, Google Docs, Sheets, Slides), and GIS programs (e.g., CountyView).

Preferred Qualifications

  • Solid Waste Association of North America (SWANA) Manager of Landfill Operations (MOLO) certification, SWANA Manager of Composting Programs certification, or Maryland Department of Agriculture Compost Facility Operator certification.
  • Experience in supervising, training, motivating, counseling, and disciplining personnel.
