About the role

JCDecaux North America is seeking a Labor & Employee Relations Specialist to support our unionized workforce and field operations. This is an excellent opportunity for an HR professional with generalist experience who wants to deepen their expertise in labor relations, employee relations, and health & safety in a dynamic, operations-focused environment.

You will be the primary on-site HR representative at our Maspeth warehouse two days per week, with one day per week in our corporate office at the Empire State Building and two days remote. You’ll partner closely with Operations leadership and the EHS Director to support our union employees, strengthen our safety culture, and ensure consistent application of company policies and CBAs.

Responsibilities

  • HR Generalist & Employee Relations
    • Act as the on-site HR representative at the Maspeth warehouse 2 days per week, building strong relationships with managers and employees and providing day-to-day HR support
    • Assist managers with performance documentation and corrective actions (e.g., coaching, write-ups) in alignment with company policies and CBAs
    • Enforce company policies and support managers in applying them consistently across teams
    • Coordinate FMLA, Workers’ Compensation, and other employee leaves for the union employee population, ensuring accurate documentation and timely follow-up
    • Manage and maintain employee data in HRIS systems; produce reports and dashboards to support decision-making
    • Support onboarding for union employees and ensure timely completion of all required employment, benefit, and union-related documentation
    • Investigate complaints related to employees and service providers, including issues involving laws, rules, and whistleblower policies, ensuring thorough and impartial reviews
    • Help develop proactive and positive employee and labor relations strategies aligned with JCDecaux’s culture and values
    • Draft and update HR and labor-related policies based on approved recommendations, ensuring clarity and compliance
  • Labor Relations & Union Support
    • Serve as a key HR contact for field operations employees across the U.S.
    • Advise collective bargaining unit members on new and proposed changes to company policies and practices
    • Analyze and interpret the intent and terms of Collective Bargaining Agreements (CBAs) to guide day-to-day decisions
    • Support labor relations activities for union employees across locations including New York, Boston, Chicago, and San Francisco
    • Coordinate union benefit eligibility and reporting requirements to ensure compliance with CBAs
    • Support the employee grievance and dispute resolution process under the CBAs and provide recommendations to HR and Operations leadership
    • Assist with CBA planning, implementation, and ongoing administration
    • Monitor policies concerning wages, hours, and working conditions to ensure consistent application and compliance with CBA terms
    • Support labor contract negotiations by preparing materials, tracking proposals, and helping to identify bargaining issues
  • Health, Safety, and Field Operations
    • Partner with the EHS Director and Operations management to support:
      • Accident and incident reporting and documentation
      • Investigations and root cause analysis
      • Tracking of corrective and preventive actions
    • Analyze accident and incident data and trends to identify risks and recommend targeted interventions for field operations
    • Help coordinate training, awareness campaigns, and programs that strengthen health and safety culture among field operations teams
    • Assist the Operations leadership in tracking trainings, accidents, and other safety-related items across multiple U.S. locations
    • Conduct periodic visits to JCDecaux NA offices and warehouses to reinforce consistent HR, labor, and safety practices and gather feedback from local teams

Requirements

  • Bachelor’s Degree or Master’s in Labor and Industrial Relations, or Business Administration, or related field is preferred
  • 2-4 years of experience in human resources with particular focus on employee and labor relations and practical knowledge to include employee/labor relations, negotiations, and the collective bargaining process
  • Previous Labor Relations and Employee Relations experience in a corporate union environment
  • Bilingual in English and Spanish (written and verbal) required
  • Strong communicator with excellent multi-tasking skills
  • Problem solver who leans toward how to make a “no” into a “yes.”
  • Superior written and verbal skills required
  • Ability to work independently
  • Ability to work in fast-paced and demanding environments. Possess strong organizational skills and detail oriented
  • Computer literate: Word, Excel, PowerPoint

Pay

Base Salary Range: $80,000 - $90,000 annually (based on experience and qualifications)
