Labor and Management Relations Specialist (ACDP)

About the Role
The primary purpose of this position is to serve as a Human Resources (HR) Specialist under the direct guidance of a Senior HR Specialist, performing a variety of administrative duties in support of civilian Labor Relations programs for the Civilian Personnel Flight (FSC) within the Air Force Sustainment Center. This role is developmental, intended to prepare incumbents to handle change and complexity within the Air Force environment, perform full-range administrative employee relations work, and complete assignments outlined in the formal training and development plan. The full performance (target) level of this position is NH-03, with promotion contingent upon meeting all regulatory training requirements.
As a developing Labor and Management Relations Advisor, you will provide foundational assistance and consultation to management and supervisory officials under mentorship. You will learn to formulate and present legally sound advisory opinions by researching and applying the Federal Service Labor-Management Relations Statute, Federal Labor Relations Authority (FLRA) precedent, United States Code (USC), Code of Federal Regulations (CFR), and Department of Air Force (DAF) policies. Additionally, you will inform employees of their rights and obligations and assist in delivering training to assigned organizations.
Responsibilities
- Perform a variety of administrative duties in support of civilian Labor Relations programs under the guidance of a senior HR specialist.
- Utilize knowledge in human resources and related fields to support conventional projects or portions of larger projects and programs.
- Provide foundational assistance and consultation to management and supervisory officials, learning to formulate legally sound advisory opinions.
- Research and apply labor-management relations statutes, precedents, and policies to advise on a wide range of issues.
- Inform employees of their rights and obligations and assist in delivering training to build advisory proficiency.
- Analyze difficult issues, problems, and situations to advise managers on labor relations matters.
- Interact in highly charged, emotional situations using conflict resolution techniques.
- Gather facts and use analytical methods to assess information and produce sound decisions and advisory services.
Requirements
- Obtain and maintain a security clearance.
- U.S. citizenship is required.
- Must be of legal working age.
Qualifications
- Knowledge of a wide range of labor management relations concepts, case law, principles, practices, legal, and regulatory requirements to perform detailed analyses and advise on complex issues.
- Broad knowledge of Federal Human Resource Management (HRM) functions, theories, techniques, and the relationship of various HRM disciplines to advise on rules, regulations, and procedures.
- Knowledge of legal research methods, information-gathering techniques, and analytical capabilities to interpret and apply precedent decisions and legal opinions.
- Skill in conflict resolution techniques to manage highly charged or emotional situations.
- Proficiency in gathering facts and using analytical and evaluative methods to produce accurate and legally sound decisions.
Pay
Salary range: $40,736 - $138,370 yearly (with locality pay).
