Juvenile Justice Specialist Supervisor - North East Secure Treatment Unit

About the role

This position supervises staff and residents to maintain safety, structure, and positive development within a secure youth treatment setting at the Bureau of Juvenile Justice Services' North East Secure Treatment Unit. The Juvenile Justice Specialist Supervisor guides daily routines, promotes safety, responsibility, and strong decision‑making skills, and shapes a respectful, stable environment for youth.

Responsibilities

• Safety Oversight: Monitor residents and staff to ensure a secure environment and prevent harmful behavior.
• Daily Instruction: Guide residents through routines, treatment activities, and personal‑responsibility tasks.
• Behavior Support: Document progress and encourage residents through structured programming and case plans.
• Employee Leadership: Train, observe, and evaluate staff to strengthen performance and improve care practices.
• Policy Compliance: Apply agency procedures, manage grievances, and support disciplinary actions when required.
• Activity Coordination: Assign staff to lead therapeutic and recreational programming for consistent resident care.

Work schedule

Full‑time employment, 40 hours per week. Eight‑hour shifts normally run from 7:00 AM – 3:00 PM, 3:00 PM – 11:00 PM, or 11:00 PM – 7:00 AM, with no duty‑free lunch. Employees work a five‑day week with two regular days off. Overtime may be required, both voluntary and potentially mandatory. No telework option is available.

Pay

Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin at a starting annual salary of $63,093.00 (before taxes).

Qualifications

• Three years of experience in the care, custody, activities, or personal guidance of adolescents or adults in a human services, social services, law‑enforcement, correctional, educational, community, or military setting; or one year of experience as a Juvenile Justice Specialist (or equivalent Federal Government title); or one year of comparable experience plus an associate’s degree in a related field; or an equivalent combination of experience and training.
• Associate’s degree (or higher) in social sciences, counseling, restorative justice, juvenile justice, child development, behavioral sciences, human services, criminal justice, education, or a closely related field (if used to meet the experience requirement).
• Must be at least 21 years old at the time of application.
• PA residency requirement is currently waived for this title.
• Willingness to accept employment at North East Secure Treatment Unit and commute to Pittston, PA, Luzerne County.
• Ability to perform essential job functions.
• Conditional offer of employment will require a medical examination.
• Submission and approval of satisfactory criminal‑history reports, including PA State Police clearance, PA Child Abuse history clearance, and FBI fingerprint clearance, as required by the Child Protective Services Law.
