Java Software Developer (Software Development Specialist 3)

About the role

The Office of Information Services (OIS) supports the delivery of health, human, and employment services through information technology. OIS develops and operates automated information systems that support millions of recipients. This role focuses on modernizing the ODJFS Hearings and Tracking Systems (HATS), which are critical for legal hearings, appeals, and program workflows.

Responsibilities

• Refactor legacy Java EE components to align with State of Ohio Enterprise Architecture standards, including cloud readiness, security compliance, logging, monitoring, and identity management requirements.
• Support the full software development lifecycle, including analysis, design, development, testing, deployment, documentation, and maintenance.
• Contribute to project management office (PMO)-required technical deliverables such as architecture documentation, technical design specifications, refactoring plans, dependency assessments, and modernization work packages.
• Develop and optimize secure RESTful APIs, integration endpoints, and service layers to support responsive, accessible front-end experiences.
• Build proof-of-concept prototypes for cloud deployment and help guide containerization and modern deployment patterns.
• Stabilize existing legacy modules by decomposing monolithic components, resolving technical debt, improving performance, and ensuring business continuity during modernization.
• Participate in quality assurance activities, performance testing, defect remediation, and technical risk mitigation.
• Support DevOps practices and automated deployment pipelines to streamline the migration process.

Requirements

• Minimum 60 months combined work experience in any combination of the following: defining and approving requirements, performing code reviews, and ensuring application development standards are met.
• Minimum 12 months work experience in Java/Jakarta EE.

Qualifications

• Completion of an associate core program in computer science or information systems with a minimum of 42 months combined work experience in defining and approving requirements, performing code reviews, and ensuring application development standards are met.
• Completion of a bachelor's core program in computer science or information systems with a minimum of 36 months combined work experience in defining and approving requirements, performing code reviews, and ensuring application development standards are met.
• The equivalent of minimum class qualifications for employment noted above.

Pay

• Pay Range 35, starting salary at step 1 ($41.81 per hour).
• Cost of Living Adjustments increase wages annually.
