IT SPECIALIST (DATA MANAGEMENT)

This position is a full-time, excepted-service role under the Defense Civilian Intelligence Personnel System (DCIPS) and requires a Top Secret/SCI security clearance. The selectee must obtain and maintain appropriate security clearance and any required baseline certifications for IASAE-II within six months of employment. This role is exempt from the Fair Labor Standards Act (FLSA) and may involve occasional overtime. Telework is available on a situational, temporary basis at supervisory discretion. Permanent Change of Station (PCS) may be authorized.

About the Role

The Defense Counterintelligence and Security Agency (DCSA) is seeking an IT Specialist (Data Manager) to architect data solutions, develop data products, policies, and strategies, and leverage AI/ML/NLP to support critical national security missions. This role involves applying analytic methods to large data sets and ensuring system compliance with DoD and DCSA standards.

Responsibilities

• Plans, develops, and tests secure enterprise data architectures utilizing Agile, AI/ML/NLP, and rapid prototyping methodologies to optimize DCSA mission capabilities and stakeholder data sharing.
• Coordinates with system owners and architecture points of contact to ensure systems are compliant and compatible with current DoD and DCSA data management systems.
• Interprets DoD and DCSA mission and program policy for NBIS (National Background Investigation Services) initiation and management.
• Reviews and evaluates agency proposals affecting architecture for NBIS initiatives; provides liaison with technical experts and senior leaders from NBIS, PEO, DCSA, Department of Defense, and industry.
• Identifies technical gaps and weaknesses in NBIS data architecture compliance and in ongoing and proposed exploratory and advanced development computer and software projects.

Requirements

• Males born after December 31, 1959, must be registered for Selective Service (www.sss.gov).
• This position is designated as a drug-testing role; a negative drug test is required within 30 days of employment.
• Must sign a Statement of Understanding regarding certification requirements (IASAE-II baseline certification) and maintain the certification as a condition of employment.
• Position is covered by DoD 8570.01-M, "Information Assurance Workforce Improvement Program."
• This is a DCIPS position in the excepted service under U.S.C. 1601; non-DCIPS candidates must acknowledge in writing that the position is in the excepted service.
• If selected, Federal employees currently serving in the competitive service must voluntarily leave it to accept this excepted-service position.
• Applicants may be required to serve a two-year trial period.

Qualifications

This position has a basic requirement for the 2210 (Information Technology Management) series. Applicants must demonstrate the following competencies:

• Attention to Detail: Experience reviewing IT-related work or data and responsibility for reviewing others' work to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Developing and maintaining relationships with customers, assessing their IT needs, and tailoring IT products or services to meet those needs.
• Oral Communication: Briefing senior-level management and IT staff on system status, projects, or daily operations, including communicating complex technical information to non-technical audiences.
• Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive IT-related issues and evaluating potential solutions.

Applicants must have specialized experience equivalent to the next lower grade (GG-13) in the Federal service, including:

• Developing data products, strategy, policy, guidance, and plans while monitoring operations to ensure consistency and compliance.
• Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.
• Interpreting complex policies to make authoritative determinations and advising stakeholders on technical solutions involving Master Data Management, secure data sharing, and AI/ML/NLP deployment.
• Knowledge of principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements, including translating functional requirements into technical requirements.

Substitution of education may not be used in lieu of specialized experience for this grade level.
