About the Role

The hardest part of enterprise IT is not the technology, it is getting the right work under contract and delivered without a gap in services. The Red Gate Group is seeking an IT Project Manager to support a major Intelligence Community customer's CIO organization, owning project performance end to end while driving acquisition activities through the full lifecycle so requirements become awarded contracts and delivered capability on time.

You will own all aspects of project performance: technical, contractual, and administrative. You will plan, execute, and close projects that meet or exceed customer objectives, set clear and attainable objectives, build project requirements, and manage the constraints of cost, time, scope, and quality. You will develop the overall project plan and run project operations day to day, managing stakeholders, the team, risk, schedule, budget, and conflicts. You will manage and supervise personnel across project activity, organize and assign responsibilities, and ensure every team member knows and executes their role.

The center of gravity in this seat is acquisition. You will provide pre-acquisition and post-award contract administration support to CIO stakeholders, working with requirement owners to develop and mature requirements packages including Performance Work Statements, CDRLs, Quality Assurance Surveillance Plans, Service Level Agreements, Independent Government Cost Estimates, and evaluation factors, then coordinating with the Contracting Officer to finalize solicitation documentation before release. You will provide cost and price analysis in support of IGCEs, drive early pre-acquisition activity so lead times protect against gaps in service, recommend acquisition strategies grounded in technical requirements and historical data, and maintain acquisition plans, program control, and contract portfolio tracking across multiple award vehicles and task orders. You will advise CORs and program managers throughout the acquisition lifecycle, coordinate with financial and contracting offices and resource managers for agile execution, facilitate Program Management Reviews, Quarterly Business Reviews, Technical Exchange Meetings, and Award Fee Boards when required, and support SharePoint site administration and the consolidation of monthly financial reporting for CIO senior officials.

Requirements

  • 8+ years of IT project management or acquisition support experience, including recent experience within the last 2 years. This experience requirement is firm and cannot be met through education or certifications.
  • Master's degree in a related field, or one of the following in its place: an Associate's degree in a related field and 4 additional years of relevant experience, a Bachelor's degree in a related field and 2 additional years of relevant experience, or 6 additional years of relevant experience. The additional years used in place of the degree are on top of the 8-year experience requirement above, not counted within it.
  • Experience managing all aspects of project performance, including technical, contractual, and administrative, with supervision of project personnel.
  • Experience supporting federal acquisition activities, including requirements package development, IGCEs, and coordination with contracting officers.
  • Working knowledge of MS Office products, including Word, Excel, Project (including EPM), SharePoint, and Visio.
  • Excellent listening, interpersonal, written, and oral communication skills, with strong customer service and creative problem-solving skills.
  • Ability to effectively prioritize and execute tasks under pressure.
  • Active TS/SCI clearance with CI Polygraph, or the ability to pass a polygraph.

Nice to Have

  • DoD or Intelligence Community experience.
  • Experience facilitating governance forums such as PMRs, QBRs, TEMs, or Award Fee Boards.
  • Experience with contract portfolio management across IDIQ vehicles and multiple task orders.
  • Experience consolidating and presenting financial reporting to senior officials.
  • PMP or equivalent project management credential.
