About the role

The Office of Financial Management (OFM) serves as the backbone of Washington state government, connecting people, budgets, policies, data, and systems for state agencies and the Legislature. Our team is dedicated to creating an equitable future for every Washingtonian.

We are seeking an experienced IT Project Manager to support the One Washington program, the largest IT transformation in Washington state history. In this role, you will manage projects within an assigned workstream portfolio, applying project management best practices to plan, coordinate, and monitor activities that support successful project delivery. You will oversee project operations, track progress, analyze project information, and collaborate with stakeholders to deliver strategic technology solutions advancing the program's goals.

One Washington (OneWA) is an enterprise-wide transformation project replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. The project is anticipated to fully implement all phases by 2030 and operates in a fast-paced environment with core business hours Monday through Friday. Full-time positions offer some schedule flexibility around core hours with prior supervisory approval, though working beyond a typical 40-hour workweek is common to meet operational needs and deliverables.

Responsibilities

• Lead and manage project information technology for the setup of the Enterprise Resource Planning system supporting all state agencies, higher education, the Legislature, and the Governor.
• Provide leadership, consultation, and oversight to project team members and business partners throughout the project duration.
• Establish and collaborate on IT plans of action, setting priorities, timelines, and leveraging resources.
• Work closely with the One WA IT functional area and internal OFM IT to determine project needs and risks.
• Perform complex tasks in your area of expertise, leveraging technical knowledge to solve difficult problems and accomplish challenging goals.
• Develop IT project documentation, including plans for project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, and technology proofs of concepts.
• Manage information technology change, risk, and quality management processes throughout the project lifecycle.
• Communicate key project information (e.g., issues, risks, changes, accomplishments) to internal and external partners.
• Collaborate with the One Washington Project Management Office Director, Executive Program Director, and Chief Technology Officer to determine needed project controls.
• Ensure ongoing common understanding of the project’s purpose and objectives among all stakeholders.
• Communicate and collaborate with contractors and state staff.
• Report on project statuses verbally and in writing.
• Develop and implement project management standards, processes, best practices, and templates.
• Provide project management services, including status updates, projections, budget updates, meeting leadership, driving projects/tasks to completion, and managing governance and gateways.
• Research existing and new/innovative approaches to IT project management.

Pay

The starting salary offer will be determined based on the successful candidate's qualifications within the budgeted range of $124,000 - $155,000 annually. There is potential for longevity, growth, and salary progression once employed.
