IT PROGRAM MANAGER.

Responsibilities

• Align IT initiatives with the command's strategic objectives and operational outcomes to ensure readiness, operational efficiency, and mission outcomes.
• Design and integrate cyber strategies outlining the organization's mission.
• Promote awareness of security issues among management to ensure sound security principles are followed.
• Implement comprehensive IT policies and strategies for enterprise architecture and technology employment.
• Ensure plans of action and remediation are in place for vulnerabilities identified during risk assessments, audits, and inspections.
• Guide the integration of emerging technologies to meet mission-critical demands while ensuring compliance with DoW strategies, IT policies, and standards.
• Facilitate enterprise IT planning to enable cutting-edge warfighting capabilities.
• Collaborate with cybersecurity personnel on the security risk assessment process to address privacy compliance and risk mitigation.
• Evaluate subordinates' performance and recommend education, promotion, or reassignment actions.
• Coordinate with organizational manpower stakeholders to ensure appropriate allocation and distribution of human capital assets.
• Supervise civilian personnel and military members.
• Review and recommend selections, promotions, and training opportunities for personnel across multiple divisions.
• Monitor the development and dissemination of policies related to cyber and data-informed enterprise IT operations to make key decisions regarding strategic policy and resource allocation.
• Track the planning, programming, and execution of organizational resources to ensure alignment with budgets and funds.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position is designated Tier 5, Critical or Non-Critical Sensitive, High Risk and requires the incumbent to obtain and maintain a Top Secret Security Clearance Level as a condition of employment.
• Incumbent must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, The Army Substance Abuse Program.
• Must complete the appropriate training and obtain the required certification/recertification as outlined in DoDM 8140.03 within 6 months of assignment.
• Must be able to work weekends and at night in response to contingencies and other requirements as directed.
• This is an emergency essential position ensuring the success of combat operations or supporting essential combat systems after a mobilization, evacuation order, or other military crisis.
• May be required to deploy on very short notice to potentially high-threat, hostile OCONUS environments and undergo specific training and immunization requirements.
• May be required to remain in the overseas area in the event of evacuation.
• Anthrax vaccination will be required.
• May be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments.
• Required to travel for duty (TDY) up to 30% of the time.
• Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
• Must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • Foundational qualification requirements within 9 months.
  • Resident qualification requirements within 12 months.
  • 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Specialized Experience: One year of specialized experience which includes:

• Design and integrate IT strategies outlining the organization's mission to meet program requirements.
• Supervise civilian personnel and military members and the assignment and distribution of workload to ensure organizational deadlines are met.
• Monitor the development and dissemination of policies related to cyber and data-informed enterprise IT operations to make key decisions regarding strategic policy and resource allocation.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above). For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
