IT Portfolio Management Office Lead (T Program Manager 3/4)
About the role
This position will be filled at either the IT Program Manager 3 or IT Program Manager 4 level, depending on the skills of the selected candidate. The IT Portfolio Management Office Lead will strengthen how information technology projects are planned, governed, and delivered across a complex, mission-driven portfolio.
Responsibilities
- Help build upon and reinforce an existing delivery framework that supports successful outcomes across the information technology project portfolio.
- Work closely with sponsors, portfolio managers, project managers, work package managers, project controls partners, and information technology leadership to create clearer ownership, improve visibility, manage and document risk, and drive issues to resolution.
- At the IT Program Manager 3 level, help standardize delivery practices across planning, scheduling, risk management, change control, and governance. Coach project leaders, reinforce expectations for execution rigor, and help teams identify risks, issues, and changes early so they can be actively managed.
- At the IT Program Manager 4 level, operate with significant independence, influence senior internal or external customers, and help shape the strategic direction of the Program Management Office delivery model. Lead efforts to mature execution standards, strengthen governance, and drive portfolio-level improvements in accountability, risk management, schedule integration, and delivery performance.
Requirements
Minimum Job Requirements:
- Program and Project Delivery Leadership: Demonstrated experience in a program management office, program management, or project delivery leadership role within a complex, multi-project environment. Experience improving execution outcomes across scope, schedule, cost, risk, and stakeholder commitments.
- Governance, Accountability, and Execution Discipline: Advanced knowledge of program and project management practices, including work scope definition, schedule development, cost and schedule baselines, performance milestones, change control, variance reporting, and risk management.
- Planning, Scheduling, and Project Controls: Expertise in project planning and scheduling concepts, including integrated schedules, dependencies, forecasting, schedule quality, and variance visibility. Ability to partner effectively with project controls professionals to improve data quality and execution insight.
- Stakeholder Engagement and Influence: Advanced experience developing and maintaining effective relationships with customers, stakeholders, project leaders, and technical teams. Ability to build trust, gain consensus, challenge teams constructively, resolve conflicts, and influence outcomes without direct authority.
- Communication and Facilitation: Outstanding oral and written communication, facilitation, and presentation skills. Demonstrated ability to lead delivery reviews, communicate portfolio health, elevate risks and issues, and provide leadership with clear, actionable information.
- Information Technology Program Knowledge: Advanced knowledge of information technology or information security programs, including one or more of the following areas: hardware, software, network infrastructure, telecommunications, information technology governance, enterprise architecture, information architecture, or systems engineering.
Qualifications
- Education/Experience at IT Program Manager 3 Level: Position requires a Bachelor's Degree in a related field and 8 years of experience; or an equivalent combination of education and experience directly related to the occupation. A postgraduate degree in a related field may serve as years of related experience.
- Education/Experience at IT Program Manager 4 Level: Position requires a Bachelor's Degree in a related field and 12 years of experience; or an equivalent combination of education and experience directly related to the occupation. A postgraduate degree in a related field may serve as years of related experience.
