About the role

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia, led by the Chief Information Officer (CIO). OIT oversees major information and communications technology initiatives, enhancing infrastructure effectiveness and responsiveness to the needs of businesses, residents, and visitors. The OIT Project Management Office (PMO) assists city departments and agencies in implementing significant technology projects and manages infrastructure or IT initiatives as directed by the Deputy CIO - Chief Project Management Officer.

IT Infrastructure Project Managers lead transformative, critical IT projects across the City, analyzing business needs, organizing project teams, planning and remediating troubled projects, and ensuring successful execution of new initiatives. Projects vary in size and complexity, from software updates to enterprise-wide, multi-million-dollar platform implementations.

Responsibilities

  • Develop, clarify, and manage project scope, define contract deliverables, and achieve targeted outcomes.
  • Ensure project requirements are met in a timely fashion and within budget guidelines.
  • Assemble project teams, identify resources, assign responsibilities, and develop timeframes for successful project completion.
  • Determine project costs and ensure delivery on time and within budget.
  • Ensure compatibility and consistency with existing architectural and enterprise standards.
  • Perform cost/benefit analysis of actions and initiatives.
  • Schedule and document meeting minutes.
  • Follow OIT Project Management practices and prescribed SDLC (Systems Development Life Cycle).
  • Prepare status reports, summaries, and dashboards for mid and senior-level management.
  • Provide support, coaching, and mentoring on project management best practices for project coordinator associates.

Skills

  • Demonstrate leadership in conflict/issue resolution, project management, and ensuring a successful project lifecycle.
  • Communicate effectively (verbally and in writing) with stakeholders and senior business leadership.
  • Organize and work effectively with project teams from participating departments and agencies.
  • Design and build distributed and enterprise solutions with relevant expertise.
  • Plan, organize, and direct the work of outside consultants and technical personnel.
  • Demonstrate strong presentation skills, strategic thinking, and high professional ethics.
  • Establish and maintain effective working relationships with associates, officials, consultants, and vendors.
  • Apply principles of project management, systems delivery life cycle, and budgeting.
  • Understand concepts and applications of servers, storage, mainframes, monitoring, ITIL, metrics, performance management, disaster recovery, data center facilities, managed services, and cloud computing.
  • Apply IT project management best practices, principles, and techniques (PMBOK).

Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or a closely related field from an accredited college or university.
  • PMP and/or equivalent Project Management Certification or Master’s Certificate in Project Management.
  • Five years of generalized Information Technology experience (may be concurrent with education).
  • Minimum of five years of Project Management experience managing multiple, large, cross-functional teams or projects.
  • Must become a City of Philadelphia resident within six months of hire.

Pay

Salary Range: $80,000–$90,000 (cannot exceed $90,000).
