Role Overview
We are seeking a Lead Software Architect to support the Child Support Services Applications team. This role involves developing a comprehensive understanding of the Child Support Enforcement System's functional requirements and architecture. The position will lead a team of business analysts, testers, and subject matter experts, ensuring key applications integrate effectively and meet project goals.
Key Responsibilities
- Report to the Project Manager and provide regular written and verbal updates on assigned responsibilities.
- Develop a thorough knowledge of the technical and functional requirements for the Palmetto Automated Child Support System (PACSS), the State Directory of New Hires (SDNH), and the Child Support Client Portal.
- Collaborate with the System Development Contractor (SDC) to plan and resource project tasks for requirements validation, design, and system testing.
- Oversee the work performed by the SDC and State development staff throughout the system development life cycle (SDLC).
- Establish and maintain working relationships with SDC staff and address project concerns.
- Review SDC deliverables to ensure compliance with project plans, processes, and contracts.
- Oversee the requirements management process, maintaining traceability through a Requirements Traceability Matrix.
- Work with the Child Support Services Division to understand program issues affecting the applications.
- Lead the development of user stories and use cases by analyzing requirements and creating workflow diagrams and specifications.
- Prepare technical reports by collecting, analyzing, and summarizing information and trends.
- Assist with the design or review of test cases, process change requests, and manage project scope.
Required Qualifications
- 5+ years of experience with the PACSS application.
- Experience with child support systems.
- Experience with federal child support regulations, including Title IV-D.
- Experience working with developers and end-users to define functional requirements.
- Experience with New Hire applications.
- A Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.

- Strong written and verbal communication skills, with the ability to communicate with technical and non-technical staff, customers, and stakeholders.
