About the Role

Act as the liaison between the project and infrastructure delivery teams. Ensure infrastructure delivery estimates accurately reflect the scope of work. Partner with affected teams to translate infrastructure scope into manageable tasks supporting project milestones. Manage infrastructure scope within the project timeline and budget, utilizing re-estimation and change control processes as needed. Mitigate infrastructure delivery-related issues and risks, ensuring accurate reflection of effort and cost in PlanBlue. Communicate infrastructure scope, status, and activities clearly and succinctly to relevant audiences.

Responsibilities

  • Provide approval of project deliverables as required by the BCBSM End-to-End Delivery Process Framework.
  • Plan, develop, and implement project efforts utilizing information technology solutions.
  • Develop, establish, and maintain project management standards and procedures.
  • Define project scope, guidelines, and obtain business and IT sponsor approvals.
  • Coordinate resources necessary to successfully complete projects.
  • Manage multiple small-sized, moderately complex enterprise-wide projects.
  • Develop and update project plans and schedules.
  • Collaborate with Business Analysts and clients to define and refine project scope.
  • Gather information to estimate project cost, resources, time, and deliverables.
  • Negotiate conflicts and resolve issues among stakeholders.
  • Conduct meetings, communicate roles, and set project expectations.
  • Ensure project team members have the tools and training required for effective performance.
  • Determine staffing requirements and form project teams.
  • Develop budget requests for resources and align resources across projects.
  • Provide work direction, leadership, scheduling, and review of project efforts.
  • Evaluate project performance and recommend personnel actions.
  • Collaborate with functional areas in supervising project personnel, including work allocation, training, and problem resolution.
  • Manage project scope changes through documentation and approval using project change request forms.
  • Track and report on project milestones and provide status reports to sponsors.
  • Review deliverables prepared by the team before client submission.
  • Establish, schedule, and facilitate regular status meetings with project personnel.
  • Identify and coordinate effects on dependent projects.
  • Determine the need for external consultants or contractors to complete project plans.
  • Provide advice and counsel on vendor relationship decision-making and contract development.
  • Evaluate service provider performance and monitor timely, accurate invoicing.
  • Approve invoices for payment and resolve vendor performance disputes.
  • Validate ongoing vendor activities and provide an issue escalation path.
  • Identify, analyze, and prioritize project risks, assessing potential impact.
  • Develop and maintain risk plans, processes, and systems to mitigate risk.
  • Create action plans for risks and follow through on execution.
  • Maintain an issue list and proactively escalate issues to leadership.
  • Negotiate conflicts and resolve issues throughout the project lifecycle.
  • Act as a mediator between stakeholders and team members.
  • Utilize tools and techniques for estimating project costs, including physical, financial, and human capital.
  • Develop a detailed cost baseline from cost estimations.
  • Monitor actual project costs versus budget and conduct root cause analysis of discrepancies.
  • Develop and maintain productive working relationships with business owners, sponsors, vendors, and key clients.
  • Contribute to the communication plan to convey project scope, goals, milestones, budget, risk, status, and critical issues.
  • Assess the effectiveness of client and project team interaction and communication.
  • Develop and distribute schedules for product/service delivery.
  • Complete delivery package/documentation and coordinate product/service transfer.
  • Adhere to established project standards and procedures.
  • Contribute to the development of metrics as needed.
  • Provide constructive feedback to the team on project performance.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in a related field preferred.
  • Three (3) years of Information Technology experience preferred.
  • One (1) year of project management and experience leading projects preferred.
  • Working knowledge of project management tools and methodologies required.
  • Proven skills in managing within a matrix organization.
  • Excellent communication skills, with the ability to clearly convey vision, mission, and goals to both business and IT audiences.
  • Sound understanding of technology and its application to achieve business objectives.
  • Ability to work independently or within a team environment.
  • Other related skills and/or abilities may be required.
