About The Position

This is senior professional, technical, and administrative work in planning the implementation of information systems for assigned County departments. The incumbent provides information technology solutions to county departments, including recommendations to user agencies, project planning through completion, troubleshooting technical and administrative problems, and coordinating project and process performance. Work is performed under general supervision and evaluated through conferences, reports, and the effectiveness with which departmental objectives are met.

About The Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways, including 900 bridges, sidewalks, curbs, stormwater management facilities, and nearly 3,000 acres of grassy areas. DPW&T maintains this infrastructure through activities such as snow and ice removal, traffic signal upgrades, streetlight installation, drainage maintenance, and roadway repairs ranging from potholes to bridge resurfacing.

Responsibilities

  • Coordinate and manage information technology projects and programs from initiation through completion, ensuring milestones, timelines, deliverables, and project objectives are achieved.
  • Monitor project performance, prepare status reports, identify risks, and provide timely updates and recommendations to leadership.
  • Develop and maintain project documentation, including project charters, schedules, action logs, meeting records, and related project artifacts.
  • Coordinate executive meetings, cross-functional workgroups, workshops, and special events; prepare agendas, document meeting outcomes, and track action items through completion.
  • Provide administrative and programmatic support to executive leadership, including calendar management, correspondence preparation, and records management.
  • Collaborate with County departments and local, state, and federal agencies to support information technology initiatives and enterprise programs.
  • Recommend and implement project management practices, processes, and procedures that improve operational efficiency and align with industry best practices.
  • Support IT governance, compliance, and oversight activities by maintaining tracking systems for executive initiatives, audits, legislation, policy actions, and special projects.
  • Monitor compliance with County policies, standards, and procedures; identify and escalate compliance concerns for resolution.
  • Maintain configuration management records and governance documentation related to enterprise applications and information systems.
  • Assist in evaluating and recommending technology upgrades, system replacements, and process automation opportunities to improve business operations.
  • Provide technical support and troubleshooting assistance for enterprise applications, data systems, reporting tools, and related technology platforms.
  • Support user account administration and access management for enterprise systems, including Microsoft 365, SharePoint, Computerized Maintenance Management Systems (CMMS), Supervisory Control and Data Acquisition (SCADA), and other business applications.
  • Develop, update, and deliver end-user training materials, instructional guides, and technology training sessions to support system adoption and user success.
  • Compile project reports, coordinate schedules, facilitate project meetings, and assist in resolving technical and administrative issues.
  • Serve as a liaison between leadership, staff, vendors, and stakeholders to ensure effective communication and coordination of technology initiatives.
  • Promote standardized business processes, workflows, documentation practices, and communication protocols across organizational units.
  • Prepare presentations, reports, briefing materials, and correspondence to support executive leadership, project initiatives, and strategic technology programs.
  • Participate as a critical/essential employee in emergency operations, including the Department's Snow and Ice Control Program and other emergency response activities.
  • Perform other related duties as assigned in support of departmental goals and operational objectives.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in information technology, business or public administration, or a closely related field.
  • At least two (2) years of information technology experience.
  • An equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be considered.
