INVESTIGATOR V (NARCOTICS ENFORCEMENT DIVISION) - DOWNTOWN, OAHU

Permanent, full-time positions located in Downtown.

Pay

$6,221 to $7,568 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Responsibilities

• Plans, organizes, directs, and coordinates the activities of an investigative agency concerned with civil, administrative, and/or criminal investigations within its jurisdiction, focusing on violations related to a broad variety of program areas (e.g., Executive, Legislative, or Judicial Branches, State departments or agencies, county and federal governments, regulatory boards, and commissions).
• Conducts civil, administrative, and/or criminal investigations, including undercover activities using informants.
• Gathers and ensures proper handling of evidence; prepares cases for prosecution.
• Serves warrants and makes arrests.
• Provides assistance to the US Attorney, Attorney General, or City and County Prosecutors Offices in preparing cases for indictment.
• Appears in court as an expert witness.
• Prepares investigative reports for criminal prosecution.
• Enforces the provisions of the Uniform Controlled Substance Act and investigates offenses under Part IV, Chapter 712, Hawaii Revised Statutes (HRS), including criminal investigations related to illicit drugs and clandestine laboratories that unlawfully manufacture controlled substances and precursor chemicals.

Requirements

• Must be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States.
• Bachelor’s degree from an accredited four-year college or university.
• Three and one-half (3-1/2) years of progressively responsible professional investigative experience demonstrating:
  • Initiative, ingenuity, resourcefulness, and judgment in collecting, assembling, and developing facts and data.
  • Ability to think logically and objectively, analyze and evaluate facts, evidence, and related information, and arrive at sound conclusions.
  • Skill in written and oral reports and presentation of investigative findings in a clear and concise manner.
  • Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
• At least one (1) year of specialized experience comparable in scope, complexity, and responsibility to the Investigator IV class of work in State service, which includes:
  • Performing and/or supervising investigations involving suspected or actual violations of civil, administrative, and/or criminal laws.
  • Determining case approach and gathering supporting evidence or information.
  • Preparing reports and performing related duties.
• Two (2) years of professional experience conducting narcotics investigations and enforcement actions on a statewide basis, including:
  • Criminal investigations related to illicit drugs and clandestine laboratories.
  • Investigations of the illegal diversion of controlled substances and precursor chemicals.
• Demonstrated knowledge of:
  • Procedures and practices pertinent to conducting criminal investigations.
  • Rules and procedures of legal evidence.
  • Interviewing and interrogation methods and techniques.
  • Search and seizure laws and laws of arrest.
  • Investigative report writing techniques.
  • Techniques and equipment used in surveillance.
  • Proper use of force, including deadly force.
  • The penal code.
• Certificate of completion from a formal law enforcement academy.
• Meets all State and Federal requirements applicable to the carrying, possession, and use of firearms and ammunition.
• Demonstrated knowledge of and ability to properly use firearms.
• No convictions of domestic violence.
• Valid driver’s license at the time of appointment.
• Subject to drug screening and an intensive background check if conditionally offered employment.
• Applicants must pay for drug testing.
