About the role

This position investigates and coordinates investigations of fraud, waste, abuse, mismanagement and reprisal in response to Department of War (DoW) and Department of the Navy (DON) Hotline Complaints. It also involves providing technical advice and staff assistance to all levels of management, visiting Investigators, and individual staff members.

Responsibilities

  • Investigate and provide or coordinate investigation services to obtain facts and information relative to violations of law, executive orders, and federal regulations.
  • Investigate and coordinate investigations of fraud, waste, abuse, mismanagement and reprisal in response to Department of War (DoW) and Department of the Navy (DON) Hotline Complaints.
  • Investigate Intelligence Oversight complaints involving Questionable Intelligence Activities (QIA) or Sensitive/Highly Sensitive Matters (S/HSM).
  • Provide technical advice and staff assistance to all levels of management, visiting Investigators, and individual staff members.

Requirements

Must be determined suitable for federal employment.

Must participate in the direct deposit pay program.

Qualifications

GS-13 Grade Level: Planning, directing, and executing highly complex and sensitive investigations into allegations of waste, fraud, abuse, and mismanagement by applying advanced analytical techniques; reading and interpreting broad, often ambiguous regulations and statutes to provide authoritative guidance on organizational compliance and enforcement; communicating written and orally to draft comprehensive investigative reports, coordinate with external agencies, and brief senior-level military and civilian officials on sensitive case findings and recommended dispositions.

GS-12 Grade Level: Planning and conducting complex investigations into allegations of waste, fraud, and abuse by applying rigorous analytical techniques to gather and evaluate evidence; reading and interpreting relevant regulations and administrative policies to ensure compliance and enforcement during all investigative activities; communicating written and orally to effectively interview diverse subjects, logically summarize findings, and document recommendations for case disposition.

Benefits

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Males born after 12-31-59 must be registered for Selective Service.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

MSP/PPP applicants must currently hold the required security clearance.

Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
