International Special Operations Forces Integration and Assessment SME

About the role

The International Special Operations Forces Integration and Assessment SME supports the Engagement Branch by drafting and maintaining country plans, supporting the planning, coordination and execution of international engagement events, and supporting the management and maintenance of MOAs/MOUs for J3-I personnel exchanges. These activities help ensure the Division maintains fidelity of its efforts and resource investments, remains integrated with the broader USSOCOM Enterprise, and annually assesses and evaluates return on investment (ROI).

Responsibilities

• Assist in drafting, staffing, and coordinating plans, roadmaps, and MOA/MOUs in accordance with the USSOCOM partnership plan and Commander's guidance.
• Process, coordinate, and track staffing actions for international negotiations involving Foreign Liaison Officer/Exchange Officer (FLO/EXO) presence; prepare engagement plans and KLE talking points.
• Draft and maintain J3I partner-nation country plans outlining USSOCOM and partner-nation Operations, Activities and Investments (OA&Is).
• Liaise with TSOCs and relevant Headquarters Directorates to align country plans with priorities and objectives.
• Provide quarterly updates and annual assessments of J3I country plans.
• Coordinate across J3I branches and sections to maintain accurate country-plan information.
• Provide SME support for planning and coordinating international engagement events.
• Support engagement plans and strategies for negotiation of MOAs with new countries.
• Maintain a database of USSOCOM international agreements affecting J3I exchange/liaison officers and SOLO placement.
• Prepare Chief of Staff-level staff packages for J3I international agreements.
• Perform closeout and escort duties under Division Security Procedures.

Requirements

• Master's degree in international relations, economics, or related field; FSI or equivalent military instruction.
• 10+ years of qualifying Foreign Service/Foreign Area Officer, U.S. Embassy country team, developmental, Department of State, or USAID experience.
• 3 years of federal/GCC/service HQ policy, international agreements, and strategy experience.
• 2 years of negotiations experience or coursework.
• Current DoD Top Secret clearance with SCI eligibility.
