Interim Temp or Out-of-Class (OOC) Stormwater Engagement Specialist (P&D Spec, Sr-BU)

Seattle Public Utilities (SPU) has a Temporary or Out-of-Class (OOC) opportunity in the Environmental Stewardship and Compliance Division for a professional to lead SPU's stormwater engagement work and community outreach efforts. This team implements a community-centered approach to engaging the public in storm drain care behaviors that protect and improve water quality and reduce flooding, with a focus on youth, communities of color, low-income, immigrant, and refugee communities. This Temporary (external)/OOC (internal) opportunity is expected to last approximately 6-12 months and is open to all qualified candidates. External candidates are initially non-benefited and will receive premium pay in lieu of benefits.

Responsibilities

• Build and implement behavior change campaigns designed to shift public actions to protect water quality.
• Set goals, track metrics, and evaluate the success of the stormwater public engagement program.
• Identify focus audiences and shape campaigns to reach them.
• Develop communications and project plans to outline campaign work.
• Oversee budget spending and ensure regulatory requirements are met.

Qualifications

• Three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, or other work directly related to City planning and development activities.
• Bachelor's degree in Planning, Urban Design, Environmental Studies, Public Administration, or a related field. If no degree, two (2) additional years of qualifying experience is required.
• Combinations of appropriate education, training, certification, and experience(s) will be evaluated on an individual basis for comparability.

Desired Qualifications

• Understanding of urban stormwater systems.
• Strong written, oral, and digital communication skills.
• Experience developing and implementing communication plans.
• Ability to convey complex technical information in engaging and easy-to-understand ways.
• Community outreach and engagement experience, including working with vulnerable communities.
• Experience in community-based social marketing or other behavior change models.
• Desire to work in a public-facing role.

Additional Information

This position allows for a hybrid work schedule, with the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.

Pay

The full salary range for this position is $56.23 per hour - $65.54 per hour. Temporary employees begin at Step 1 of the pay progression, at $56.23 per hour.
