Intelligence Planner (Exercise and Training) - Senior
About the role
The Leidos Intelligence Sector is seeking an experienced Intelligence Planner (Exercise and Training) - Senior to support the USCYBERCOM J2 mission. This role integrates intelligence support, including collection, analytic, and targeting activities, into operational and exercise planning efforts across the DoD.
Responsibilities
- Employ intelligence expertise to integrate intelligence support, including collection, analytic, and targeting activities, into operational and exercise planning efforts across the DoD.
- Provide direct support to cyberspace intelligence planning efforts, focusing on combined and joint exercise and training events.
- Review, interpret, and report on strategic guidance relevant to cyberspace intelligence support for exercise and training activities.
- Cover National Intelligence Support Plans (NISP), Annex B, and Functional Support Plans, ensuring exercise objectives and requirements are met.
- Assess ongoing intelligence planning efforts related to exercises, recommending and implementing production adjustments as necessary to optimize support and participation in combined/joint exercises.
- Document Operational Instructions (OIs) for command-wide programs and initiatives as assigned by the Government to capture processes and best practices.
- Support the conduct of cyberspace intelligence exercise planning activities, including representation of USCC J2/JIOC at Joint Event Life Cycle (JELC) and Cyber Mission Area Training (CyMAT) events; prepare trip reports and summaries as required.
- Aid exercise intelligence planners throughout the exercise development process, to include objective development, cyber scenario design, development of intelligence-supporting scripting, Master Scenario Event List (MSEL) creation, and implementation of exercise products.
- Provide support during exercise execution, which includes white cell participation, real-time assessment, and collection, preparation, and presentation of After-Action Reports (AARs).
- Ensure all exercise activity aligns with broader operational planning, campaign objectives, and readiness goals.
- Travel up to 25% of the time for both CONUS and OCONUS exercise events; must possess or be able to obtain a valid passport in advance of travel.
Requirements
- Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
- Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.
- Clearance Required: Active DoD TS/SCI with Polygraph.
Qualifications
- Deep familiarity with USCYBERCOM organizational structure and mission.
- Prior experience supporting Joint operations across multiple warfighting domains.
- Knowledge of computer networking concepts and protocols, and network security methodologies.
- Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
- Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.
- Knowledge of cybersecurity principles.
- Knowledge of cyber threats and vulnerabilities.
- Knowledge of specific operational impacts of cybersecurity lapses.
- Knowledge of cloud computing service models Software as Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).
- Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments.
Skills
- Subject matter expertise in campaign plan development, deliberate and crisis planning, and time-sensitive planning in accordance with Joint Operations Planning and Execution System (JOPES) standards.
- Experience with red teaming and intelligence operations feasibility assessments within the planning and exercise development lifecycle.
- Ability to document and implement Operational Instructions (OIs) for command-wide programs and initiatives.
- Proficiency in conducting cyberspace intelligence exercise planning activities, including representation at Joint Event Life Cycle (JELC) and Cyber Mission Area Training (CyMAT) events.
- Experience in providing support during exercise execution, including white cell participation, real-time assessment, and collection, preparation, and presentation of After-Action Reports (AARs).

Pay
The pay range for this position is $116,350.00 - $210,325.00.
Schedule
Travel up to 25% of the time for both CONUS and OCONUS exercise events.
