Target Hospitality Corp. is a leading provider of vertically integrated modular accommodations and workforce lodging solutions in the United States. The Company designs, builds, and operates full turnkey communities — including housing, culinary, facility management, water treatment, and other value-added services — for customers in the government, energy, and, increasingly, large-scale data center and infrastructure construction sectors. As Target Hospitality's portfolio of communities, fleet, and multi-year customer contracts continues to grow, the Insurance Manager plays a critical role in protecting the Company's assets, people, and contractual commitments.

Key Responsibilities

  • Manage the annual renewal process for all commercial insurance lines — property, general liability, automobile, workers’ compensation, umbrella/excess, environmental, builder’s risk/course of construction, cyber, and directors & officers — in partnership with the Company’s broker and underwriters.
  • Maintain and continuously improve the Company’s total cost of risk by analyzing loss history, exposure data, and actuarial reports to inform program structure, retention and deductible levels, and premium allocation across business units.
  • Oversee the end-to-end claims management process, serving as the primary liaison with third-party administrators and adjusters, tracking claim status and reserves, and identifying trends that inform loss control priorities.
  • Review insurance and indemnification requirements in customer, government, and vendor/subcontractor contracts (including energy, government, and data center/hyperscaler agreements) to confirm the Company’s program meets or exceeds required coverage.
  • Issue, track, and audit certificates of insurance for the Company and for subcontractors and vendors, verifying adequate and current coverage across all active sites and projects.
  • Partner with Safety/EHS and Operations leadership to reduce the frequency and severity of workers’ compensation, automobile, and general liability claims across the Company’s fleet and community operations.
  • Support insurance due diligence, program design, and placement for new business awards, capital projects, new community builds, and potential mergers & acquisitions.
  • Monitor emerging and evolving risks — including severe weather, wildfire, and cyber exposures — affecting the Company’s modular asset portfolio, and recommend mitigation strategies.
  • Prepare insurance cost budgets, forecasts, and accruals, and allocate premiums across business units and cost centers in coordination with Finance.
  • Maintain accurate and organized records of policies, binders, endorsements, and renewal timelines, and ensure timely payment of premiums.
  • Support internal and external audits (financial, safety, and underwriting) by preparing documentation and responding to information requests.
  • Stay current on insurance market trends, regulatory developments, and industry best practices relevant to the hospitality, energy services, and construction sectors.

Qualifications

  • Bachelor’s degree in Risk Management, Insurance, Finance, Business Administration, or a related field, or equivalent professional experience.
  • 5–10 years of progressive experience in commercial insurance and/or risk management, ideally within hospitality, energy services, oilfield services, construction, real estate, or another asset- and fleet-intensive industry.
  • Strong working knowledge of commercial property & casualty lines, including property, general liability, automobile, workers’ compensation, umbrella/excess, and environmental coverage.
  • Demonstrated experience managing insurance program renewals and broker/carrier relationships.
  • Hands-on experience with claims administration, loss control, and reserve tracking.
  • Familiarity with reviewing contractual insurance requirements, including additional insured status, waivers of subrogation, and indemnification provisions.
  • Strong analytical skills, with experience interpreting loss runs, exposure data, and actuarial reports.
  • Excellent written and verbal communication skills, with the ability to collaborate cross-functionally with Legal, Safety, Operations, and Finance.
  • Proficiency in Microsoft Excel; experience with a risk management information system (RMIS) is a plus.
  • Ability to travel occasionally to operating sites and construction projects as needed.

Preferred Qualifications

  • Professional insurance designation such as CPCU, ARM, or CRM.
  • Prior experience with large-scale construction or infrastructure projects.
  • Experience managing insurance programs across a geographically dispersed, multi-site operation.

Work Environment

This position is based at Target Hospitality’s corporate headquarters in The Woodlands, Texas, with occasional travel required to operating communities and construction sites across the United States.
