Instructional Systems Designer

Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Instructional Systems Designer to work at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC) in Blackstone, VA.

About the role

This position is responsible for designing, developing, and evaluating curriculum in accordance with the Instructional Systems Design model, Standard Operating Procedures, and Federal Law Enforcement Training Accreditation (FLETA) standards. The incumbent will collaborate closely with program offices, subject matter experts, multimedia specialists, and distributed learning designers to create lesson plans, student materials, and instructional media.

Responsibilities

• Apply principles of Adult Learning Theory to the design of all training materials.
• Design, develop, and/or edit lesson plans, presentations, activities, and other course materials.
• Develop curriculum based on sound Instructional Systems Design principles.
• Identify appropriate training delivery mechanisms.
• Identify training gaps and make recommendations to minimize or eliminate them.
• Conduct needs assessments and develop learning goals and objectives.
• Monitor courses and instructors against performance criteria and perform course evaluations.
• Develop, maintain, and ensure adherence to a course development schedule during the development cycle.
• Stay current on policy, law, and technology changes, as well as skill requirements and office directives to ensure up-to-date curriculum.
• Maintain all curriculum records, schedule and conduct curriculum reviews, make recommendations for updates and changes, and track revision history.
• Evaluate pilot courses to ensure conformity with Training and Performance Standard Operating Procedures, FLETA accreditation, and adult education standards.
• Provide weekly updates of course activities to the curriculum manager.
• Support and guide efforts to achieve and retain all FLETA accreditation requirements for the Program Office.
• Manage multiple projects with overlapping timelines.
• Participate in every facet of the Instructional Design process with supervision and guidance.

Requirements

• Four (4) years of experience in curriculum design and development.
• Bachelor’s degree with a concentration in adult learning, education, or curriculum development.
• Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools.
• Familiarity with standard concepts and practices in training and course development.
• Demonstrated experience working in all five phases of the Instructional Systems Design model preferred.
• Excellent writing, proofreading, and design skills to develop training course materials.
• Excellent written and spoken use of the English language.
• Strong interpersonal, organizational, and time management skills with a proven ability to meet deadlines.
• Proficiency in the use of Microsoft Office Suite (MS Word, PowerPoint, and Excel).
• Familiarity with SharePoint preferred.
• Must be a U.S. citizen and possess or be able to obtain/maintain a SECRET clearance (a TOP SECRET clearance may be required).

Work Environment

This job operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

• Must be able to remain in a stationary position 75% of the time.
• Occasionally moves about inside the office to access file cabinets, office machinery, etc.
• Constantly operates a computer and other office productivity machinery.
• Frequently moves standard office equipment up to 25 pounds.
• Must be able to work indoors 90% of the time.
• Regularly required to talk or hear; frequently required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms.

Schedule

This is a full-time position with typical workdays Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours may be required as needed. Occasional local travel (Washington DC area and mid-VA) may be required.

Pay

The expected compensation range for this position is $95,000 to $102,000 per year, negotiable depending on education and experience.
