Institution Security Manager, Correctional Institution Manager 1 (Salem) For ODOC and OCE employees only

About the Role

The Correctional Institution Manager 1 reports directly to the Superintendent, serves on the Executive Management Team, and provides leadership and advice on security, safety, staffing, and institutional operations at Santiam Correctional Institution (SCI) in Salem, Oregon. This position oversees correctional staff, including Lieutenants, Sergeants, Corporals, and Officers, and ensures compliance with laws and DOC policies. Responsibilities include participating in hiring, investigations, employee discipline, staff development, and promotional opportunities while supporting the safety and well-being of Adults in Custody (AICs).

This role involves significant institutional leadership and emergency management, including managing staff deployment, budgets, training programs, operational policies, and serving as Officer-in-Charge when needed. The manager may assume command of emergency response in the Superintendent’s absence, making critical decisions to maintain safety, security, and operational effectiveness.

Responsibilities

• Lead, supervise, coach, and develop security supervisors, lieutenants, and assigned staff.
• Manage and prioritize institutional security operations, staffing needs, and facility requirements.
• Recruit, screen, select, and retain qualified security personnel while supporting diversity, inclusion, and organizational goals.
• Conduct and review performance evaluations, establish performance standards, and ensure timely completion of appraisals.
• Develop and maintain position descriptions, post orders, internal procedures, and security practices in compliance with DOC standards and audits.
• Initiate and review administrative and criminal investigations, evaluate evidence, and address employee and operational concerns appropriately.
• Support administration of collective bargaining agreements, contract negotiations, and management proposals related to security operations.
• Review timekeeping, approve leave and overtime requests, and adjust staffing assignments based on institutional needs.
• Analyze operational needs, establish priorities, develop short- and long-term goals, and allocate resources effectively.
• Respond to changing security needs, identify operational risks, and make timely decisions to maintain safety and continuity of operations.
• Identify safety and sanitation concerns and collaborate with institutional leadership to develop and implement solutions.
• Work effectively with the Institution Management Team, Central Office, supervisors, employees, committees, and task forces to resolve concerns and implement priorities.
• Serve as Officer-in-Charge and participate on the statewide Security Management Team as needed.
• Assume command of emergency response in the Superintendent’s absence.

Requirements

• Five (5) years of lead work, supervision, or progressively related experience; OR
• Two (2) years of related experience AND a bachelor’s degree in a related field.
• Must be a current employee of the Oregon Department of Corrections (ODOC) or Oregon Corrections Enterprises (OCE), excluding contract workers.
• Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

Preferred Qualifications

• Possess an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate or a Correctional Certificate issued by another government agency.

Working Conditions

• Work is performed in an adult correctional facility housing male Adults in Custody (AICs).
• May involve dealing with hostile, aggressive, or verbally abusive AICs who may make threats to self or family.
• Subject to 24-hour recall in emergencies and may be assigned to fill any post during a work stoppage.
• Responsible for preventing escapes by controlling keys, tools, and contraband and documenting unusual incidents.
• May require physical exertion to respond to AICs exhibiting out-of-control behavior, including restraint, breaking up fights, or defending others.
• Handles sensitive and confidential information as part of the management team.

The salary range listed ($6,834 - $10,569) is for non-PERS qualifying applicants. PERS-qualifying applicants may be eligible for an adjusted range reflecting an additional 6.95%.
