Position Summary

This higher-level role is responsible for technical leadership, coordination, and execution of the Refinery’s Fixed Equipment Mechanical Integrity (FEMI) programs. The position ensures integrity, reliability, and regulatory compliance of fixed equipment assets, including pressure vessels, piping systems, fired heaters, boilers, heat exchangers, and atmospheric and pressurized storage tanks. Operating with limited supervision, the role applies to significant technical guidance in inspection engineering, damage mechanisms, and refinery processes to support safe, reliable, and efficient operations. The position plays a critical role in ensuring compliance with Process Safety Management (PSM) requirements and industry standards while driving continuous improvement in asset integrity and reliability.

About the Role

The position requires increasing expertise in inspection procedures, maintenance and reliability practices, and industry best practices within a chemical or manufacturing environment. Additionally, this position develops and maintains mechanical integrity records, establishes and predicts replacement requirements and modifications. This position will inspect repairs and modifications for compliance with industry best practices, industry codes/recommended practices as well as state, federal, local, and insurance underwriter requirements.

Education Requirements

  • High School Diploma or equivalent required
  • BS Mechanical Engineering preferred

Experience Requirements

  • 8+ years of similar industrial experience required and have a thorough understanding and working knowledge of refinery maintenance procedures including safety procedures involving repair and maintenance of equipment
  • Working knowledge of PCMS or equivalent software, API Codes, API RP’s and ASME Codes
  • Excellent written and verbal communications skills are required along with extensive computer skills
  • Must be able to operate NDT equipment, UT, PT, MT and VT and interpret Radiographic Film
  • Must be able to read and draw isometric drawings, understand P&IDs and PFDs
  • Must be able to work in a plant environment involving climbing, confined spaces, etc.
  • Fluent in English, oral and written required
  • Ability to adjust schedules to meet business needs

Major Accountabilities

  • Determine serviceability of piping, vessels, towers, heaters, exchangers, boilers, and other process equipment. Methodologies include but not limited to VT, UTT, RT, DPT, PAUT, WFMT or other NDE technologies to acquire data for mechanical integrity analysis of fixed equipment.
  • Maintain analysis and data of the PCMS management system employing UT and/or RT or other higher level NDT methodologies, of corrosion rates, inspection dates and predicted retirement of plant equipment. All subsequent UT and/or RT inspection data will be entered into the PCMS software program detailing Design Pressure, Design Temperature, service (process stream), metallurgy, and required minimum thickness. The program will calculate the next inspection due date and retirement date; the Inspector will subsequently perform data analysis to validate / refute the software program data output. In the event of refutation, the Inspector will provide analysis and follow up inspection to provide valid data output.
  • Maintain and update fixed equipment mechanical integrity documents and e-files in a well-organized manner.
  • Oversee contractor weld procedures, performance test welders, and monitor NDE Tech methodology performances.
  • Maintain Positive Materials Identification Program, maintain alloy mapping of the refinery fixed equipment and piping systems.
  • Perform vendor shop inspection and provide onsite project inspection daily.
  • Maintain communication with Contractors, Maintenance, Construction, Operations and Engineering on matters including inspection/CVR Specifications/code requirements, condition of equipment, workmanship that fails to meet requirements, and recommendations regarding repair of equipment or poor-quality workmanship.
  • Provide repair/replace recommendations of equipment and piping due to corrosion and serviceability during shutdown
