About the Role

The City of Colorado Springs is hiring multiple Inspector II positions for the Stormwater Engineering team. As an Inspector II, you will inspect development sites for compliance related to grading and erosion control, review construction plan field updates, and track all inspections and interactions as dictated by the City's Stormwater Construction Manual, city code, and consent decree requirements.

Work schedule: Monday - Friday, 7:00 AM - 4:30 PM.

Responsibilities

  • Perform technical initial, interim, and final grading and erosion control inspections for assigned construction projects.
  • Investigate citizen and business stormwater drainage complaints in your assigned area.
  • Ensure compliance with City codes, engineering standards, specifications, and plans.
  • Support storm pipe video truck operations; participate in on-call response to illicit discharge events and assist as a technical resource to citizens.
  • Ensure projects comply with local, state, and federal laws, codes, and regulations.
  • Assist the SWENT Division Manager, Water Quality Program Manager, and Engineering Supervisor with project development.
  • Coordinate with contractors and agencies involved in projects.
  • Inspect and evaluate installation of construction site sediment and erosion control measures.
  • Review and inspect construction sites for final release of financial assurances.
  • Respond to inquiries, concerns, and complaints; investigate and resolve issues.
  • Serve as a technical advisor to City staff, contractors, developers, engineers, and consultants.
  • Submit reports of construction site activities and prepare analytical and statistical reports; maintain files and records.
  • Assist with stormwater infrastructure video-truck operations.
  • Other duties as assigned.

Requirements

  • Equivalent to a high school diploma or GED.
  • Three years of full-time, professional experience in a related field.
  • Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges.

Knowledge and Skills

We are looking for candidates who demonstrate knowledge of:

  • The City’s MS4 (Municipal Separate Storm Sewer System) Permit.
  • Principles and practices of construction inspection and record keeping.
  • Principles of sediment and erosion control practices.
  • Familiarity with the City's Stormwater Construction Manual and Drainage Criteria Manuals.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Grading and construction pollutant control measures, stormwater conveyance, and treatment systems.
  • Basic principles of civil engineering and construction management.

Ability to:

  • Perform technical engineering inspections of construction sites and submit reports of inspection activities.
  • Assure construction is in compliance with city standards, plans, and specifications.
  • Read and interpret engineering plans and specifications.
  • Ensure compliance with applicable federal, state, and local laws, codes, and regulations.
  • Interpret and explain pertinent City policies and procedures.
  • Communicate clearly and concisely, orally and in writing.
  • Establish and maintain effective working relationships.
  • Work safely and independently.

Preferred Qualifications

The following qualifications are desirable but not required:

  • Experience with stormwater management and erosion control.
  • Certified Inspector of Sediment and Erosion Control.
  • Knowledge and/or experience with Accela.
