Inland Region Emergency Services Coordinator

ManagementFull-time
We need to output HTML fragment with sections: headings

for each section present: About the role, Responsibilities, Requirements (or Qualifications?), Skills, Benefits, Pay, Schedule. We must include only sections with real specific content. The posting includes "About The Role" (we have content). "Key Responsibilities" (list). "Desirable Qualifications" (list). "Benefits" (list). No explicit Pay or Schedule info. There's "Hybrid Telework: This position is eligible for a hybrid work schedule." That's schedule info. So we can include Schedule section with that content. No Pay info, so omit Pay. Also maybe "Working Conditions" includes hybrid telework and DMV Pull Program etc. But we need to follow instruction: Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). We can map: About the role ->

About the role

. Responsibilities ->

Responsibilities

. Requirements or Qualifications -> we have "Desirable Qualifications". Could treat as Qualifications. Skills maybe part of Qualifications but we can include Skills if there is explicit list; but we have many skill-like items in Qualifications. Could create Skills section? The instruction: prefer a few substantive sections over many thin ones. So maybe combine Qualifications and Skills into one Qualifications section. But we have separate headings list; we can choose to include Qualifications (covers desirable qualifications). Skills maybe not needed separately. Benefits section present. Schedule section present (hybrid telework). Also maybe include "Working Conditions" but not in list; we can incorporate schedule info there. We'll output:

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

We must preserve all substantive information, not invent. Remove boilerplate: cookie/navigation/legal/EEO etc. The posting includes many paragraphs like "Department Information", "Response Operations leads the State’s incident response efforts..." That's substantive? It's about department info; maybe we should keep? The instruction: preserve ALL substantive information; do NOT invent or summarize away detail. So we need to include that info somewhere. Where to put? Could be part of About the role or a separate section like "Department Information". But headings list does not include Department Information; we could embed within About the role or maybe create a section like "Department Overview". However instruction says use headings from list; but we could still include other headings? It says use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). It doesn't forbid other headings, but suggests those are typical. Safer to stick to those headings and embed other info within appropriate sections. Department info could go under About the role or maybe a separate "About the role" already covers role description; we could add a paragraph about department after that. Also there is "You will find additional information about the job in the Duty Statement." That's boilerplate? Might be minor metadata; we can drop. Also "Conflict of Interest (COI): ..." that's a requirement; could be part of Qualifications or Requirements. It's a specific requirement. We should include it. Could be under Qualifications or Requirements. Since we have Qualifications section, we can add that as a bullet. Also "DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions." That's a requirement; include in Qualifications. Also "Hybrid Telework" schedule we already have. Also "Travel requirements in support of emergency operations may be extensive..." That's schedule/working conditions; could be added to Schedule section. Also "In the event of an emergency, employees may be contacted..." etc. That's also schedule/working conditions. We need to preserve all substantive info; we can include them in Schedule section as paragraphs. Let's extract sections: About the role: The paragraph starting "We are seeking a highly motivated Emergency Services Coordinator (ESC)..." plus maybe the earlier paragraph about Inland Region etc. Actually earlier paragraphs before "About The Role" describe region and role context. That is substantive; we should include in About the role. Thus About the role content: combine the initial descriptive paragraphs (starting with "Job Description And Duties If you desire...") plus the "About The Role" paragraph. Let's copy: Job Description And Duties If you desire a rewarding and challenging position in emergency management, where you can make a difference by using your experience and abilities then this is the position for you. The Inland Region consists of primarily rural jurisdictions with a few large metropolitan cities. The geography for the Inland Region is vast and varied with terrain consisting of valley floor agricultural centers, grasslands, watershed areas, high desert regions, foothill regions and high elevation mountain ranges. The Inland Administrative Region is comprised of three operational sections that collectively support Mutual Aid Regions III, IV, and V, covering 31 counties and 123 cities and serving a population of approximately 7.2 million residents. The primary headquarters for this position is Sacramento County with the anticipated geographic area assigned being Mutual Aid Region III. About The Role We are seeking a highly motivated Emergency Services Coordinator (ESC) to serve as the interface between state and local government partners. This position plays a critical role in strengthening emergency management capabilities across the state by providing guidance, coordination, and support before, during, and after disasters. During complex, high-impact emergencies—such as wildfires, floods, or earthquakes—staff work alongside local emergency managers to coordinate state resources and share critical information with emergency operations centers across all levels of SEMS. Staff help identify resource gaps, analyze operational challenges, and support solutions that minimize impacts to life, property, and the environment. During non-emergency periods, staff collaborate with counties and cities to strengthen preparedness. This includes reviewing emergency operations plans, supporting training and exercises, and updating policies and procedures based on lessons learned from After Action Reports. Regional staff also help maintain the integrity of the Standardized Emergency Management System (SEMS) by coordinating quarterly Mutual Aid Regional Advisory Committee (MARAC) meetings. These meetings bring together emergency management partners—such as local and county emergency managers, fire, law enforcement, communications, and other local partners—to discuss regulatory changes, system improvements, emerging technologies, funding opportunities, and overall regional readiness. The ideal candidate thrives in a fast-paced and dynamic environment, demonstrates strong independence and leadership, and is committed to supporting communities during emergencies. That's About the role. Responsibilities: list under "Key Responsibilities". Items: - Serve as the primary interface between state and local governments on emergency management initiatives. - Provide advisory support and coordination to local and tribal governments, regional staff, and state agencies. - Lead and support emergency management projects and preparedness initiatives. - Respond to disasters and emergencies statewide, including after-hours deployments when required. - Maintain routine program responsibilities while addressing short-term urgent assignments. - Ensure compliance with regulatory requirements and internal deadlines. - Communicate effectively with stakeholders through written reports, briefings, and presentations. - Develop and implement solutions to complex emergency management challenges. Also maybe "Why This Role Matters" could be considered part of About the role but we can keep as separate paragraph under About the role? It's substantive but not a responsibility. Could add to About the role as a paragraph. We'll include "Why This Role Matters" paragraph after About the role maybe as part of About the role. Qualifications: list under "Desirable Qualifications". Items: - Experience responding to disasters. - Knowledge of state disaster preparedness and response protocols and procedures and the state’s disaster response structure. - Experience working with local government agencies. - Knowledge of federal, state, and local emergency preparedness and response laws, regulations, policies, and guidelines. - Ability to establish and maintain rapport and collaborative working relationships with highly engaged internal and external partners - Experience with coordination of multiple multidisciplinary partners. - Ability to maintain a high degree of confidentiality. - Ability to handle multiple competing priorities simultaneously. - Ability to provide actionable, real-time intelligence to support situational awareness and decision-making. - Excellent customer service (interpersonal) skills, including professionalism, tactfulness, flexibility, and open-mindedness. - Excellent written and verbal communication skills. - Ability to meet deadlines in high pressure environments. - Ability to work efficiently and resourcefully as part of a team, or individually. - Ability to provide creative solutions to problems. - Demonstrate initiative. - Strong computer literacy and software skills and ability to quickly learn and adapt to new systems and technologies. - Public speaking/presentation skills. Also include requirements: Conflict of Interest (COI) requirement, DMV Pull Program requirement, valid Driver's License. We can add those as bullet points under Qualifications as well. Benefits: list under "Benefits". Items: - Free Parking - Electric Carport - Excellent CalPERS state pension plan - 401(k) and 457(b) Plans - Flexible Schedules - Generous paid time off - Health, dental & vision insurance for the employee or the employee's family - Investment in careers development Schedule: include hybrid telework info, travel requirements, emergency contact, irregular hours, etc. Extract from text: Working Conditions Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need. DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions. Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment. Department Information ... (we could embed in About the role or maybe a separate section but we don't have heading; we could add a paragraph under About the role after role description.) Response Operations leads the State’s incident response efforts ... (that's substantive; we could add a paragraph under About the role or maybe a separate section like "Department Overview". Since we don't have heading for that, we could add under About the role as additional context. Also: "In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description." "Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites." We'll put all schedule-related info under Schedule section as paragraphs. Now produce HTML. We must not include or . Just fragment. Let's craft:
