This position serves as the principal manager for the planning, funding, delivery, and administration of the Town's Capital Improvement Program and project management center of excellence.

About the Role

The Infrastructure Project Manager works under the general direction of the Director of Public Works, providing leadership for capital planning, standardized project practices, consultant management, grant administration, procurement, construction administration, project tracking, and interdepartmental coordination. Projects involve transportation, water, wastewater, stormwater, municipal facilities, fleet, parks, and other public infrastructure.

This role collaborates with the Director of Public Works, Assistant Director, DPW Engineering Technician, DPW Division Supervisors, other Town departments (e.g., finance and planning), consultants, contractors, funding agencies, and regulatory officials to deliver projects from concept through completion. Responsibilities include project development, field investigations, design, permitting, cost estimating, procurement, construction observation, recordkeeping, and project closeout.

Responsibilities

  • Manages Town capital improvement projects from initiation through closeout, including scopes, schedules, budgets, funding strategies, risk management, design, permitting, procurement, and construction.
  • Develops and administers consultants and construction procurements, including preparation of RFQs, RFPs, bid documents, contract negotiations, construction administration, change orders, payment applications, inspections, and project closeout.
  • Develops and maintains organized project files, including correspondence, contracts, permits, plans, specifications, meeting records, financial documents, photographs, reports, inspection records, and closeout materials.
  • Identifies, pursues, administers, and closes out federal, state, and local grant and loan programs in coordination with the Town's grant manager, ensuring compliance with funding requirements and reimbursement procedures.
  • Serves as the Department's liaison with regulatory and funding agencies and coordinates environmental permitting, utility coordination, easements, rights-of-way, and other approvals necessary for project delivery.
  • Develops and maintains the Department's Capital Improvement Program, assists in establishing project priorities, prepares capital budgets, monitors expenditures, and recommends long-term infrastructure investment strategies.
  • Reviews consultant and contractor invoices and payment applications and makes recommendations regarding payment.
  • Prepares project updates, staff reports, memoranda, presentations, public notices, funding requests, and recommendations for the Selectboard, Town Manager, committees, regulatory agencies, and the public.
  • Responds to questions and concerns from residents, property owners, businesses, elected officials, and other stakeholders.

Supervision

The position does not ordinarily exercise direct supervision over Public Works division employees but provides direction and coordination to the DPW Engineering Technician, consultants, contractors, inspectors, temporary/seasonal employees, and others engaged in assigned projects. The Infrastructure Project Manager collaborates with the DPW Engineering Technician and may coordinate or assign project-related tasks. This role may also coordinate the work of other Town departments but does not replace the supervisory authority of the Assistant Director or division supervisors.

Schedule

37.5 hours per week, which may include occasional weekends and evenings as required. The Public Works Department operates 24/7, and this position may require early mornings, evenings, weekends, or hours outside the normally scheduled workday for construction activities, emergencies, public meetings, project deadlines, or other departmental needs, sometimes without significant advanced notice.

Pay

$95,042.15 annually, pro-rated to start date.
