About the role

Under the direction of an Information Technology Specialist 3 within the Office of Information Technology Services/Dedicated Support Tax Team in Albany, the selected candidate will be responsible for all phases of the System Development Life Cycle, including both new development and maintenance tasks. This position requires the ability to work in a fast-paced environment where legislative changes must be quickly implemented.

Responsibilities

  • Coding, testing, and maintenance of Java/J2EE applications in compliance with program specifications and coding standards.
  • Creating detailed program design specifications for system implementations, integrations, and enhancements.
  • Utilizing relevant programming languages, queries, utilities, maintenance tools, and relational databases (e.g., AIX DB2) to troubleshoot, update, and modify components.
  • Identifying issues requiring technical solutions and assisting in continued improvement.
  • Communicating technical issues and information effectively, both verbally and in writing, with functional and technical staff to gather requirements.
  • Identifying business requirements to develop automated applications that meet business priorities.
  • Collaborating effectively within a team environment and with members of other teams as necessary.
  • Providing support for end-users and troubleshooting help desk tickets and data issues.
  • Facilitating and participating in meetings with ITS and DTF customers.
  • Communicating clearly, both verbally and in writing, with DTF management and users, ITS management, and team members.

Technologies used in this role include: C++, HTML/XHTML, Java, JavaScript, Visual C#, XML, and .NET.

Qualifications

  • Open Competitive:
    • A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
    • A bachelor's or higher-level degree in any field and one year of experience in information technology.
    • 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
    • Two years of professional experience in information technology.
  • Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.
  • Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; or in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
  • 55b/c Appointment: This position is eligible for 55b/c designation, and candidates are encouraged to apply.

Appointment to this position and continued employment is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. Appointment is not final until all agency approvals are granted. ITS will not offer permanent employment to candidates unless they provide documentation of authorization to accept work in the U.S. on a permanent basis. ITS does not hire F1 or H1 visa holders for permanent employment or sponsor non-immigrant aliens for temporary work authorization visas or permanent residence.

Some positions may require fingerprinting, up to 25% travel, and/or lifting up to 50 lbs. Some positions are pending Civil Service approval.

Positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed to permanent non-competitive in May 2024, and the official probationary period will begin. Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination.
