Information Systems Security Engineer (ISSE) - U.S. Navy Programs

About the Role

This Information Systems Security Engineering (ISSE) position supports a national security-focused customer, providing system security engineering services and products to ensure secure, reliable, and uninterrupted availability of customer-developed and deployed systems and networks. The role involves lifecycle cybersecurity support of US Navy systems, based on-site at the Philadelphia Navy Yard.

Responsibilities

• Support the Government to ensure core security engineering principles are implemented into assigned programs' information systems architecture.
• Perform analysis and evaluation to design, implement, test, and field secure systems, networks, and architectures.
• Install and configure secure hardware and software systems; maintain the program’s technological infrastructure.
• Conduct regular security audits and ensure systems are up-to-date with security patches.
• Provide technical support to users and troubleshoot security or related issues.
• Manage user accounts and access to systems.
• Perform data backups and disaster recovery procedures.
• Assess and strengthen system compliance against NIST, DoD, and Navy security requirements, including NIST 800-53 controls, DISA Security Technical Implementation Guides (STIGs), and Security Requirements Guides (SRGs).
• Develop, implement, and enforce information systems security policies to address system security requirements during all phases of the acquisition and Information System (IS) lifecycle.
• Conduct certification and testing in accordance with the Risk Management Framework (RMF) and NIST policy; identify deficiencies and provide risk mitigation recommendations.
• Support the Government in resolving conflicting system security engineering requirements.
• Develop program technical publications such as Systems Engineering Plans (SEP), Technical Plans, Analyses and Reports, Risk Assessments, Security Concepts of Operations (SECONOP), Program Protection Plan, Anti-Tamper Plan, Cybersecurity Strategy, Technology Development Strategies, Test Plans, procedures, and reports.
• Coordinate with other system SMEs to identify and develop authorization boundary diagrams, architecture diagrams, and hardware and software inventories.
• Travel at least 10% of the time; on-site workload at Land Based Engineering Site (LBES) for at least 50% of the time.

Requirements

• Bachelor’s degree in Computer Information Systems, Systems Security Engineering, Computer Science, or related field and 3 years of work experience or High School Diploma and at least nine (9) years of technical IT experience on programs and contracts of similar scope, type, and complexity.
• Active Secret security clearance or the ability to obtain one.
• US citizenship and a valid US passport or the ability to obtain one upon position acceptance.
• One of the following certifications: CompTIA Security+, CCNA-Security, CySA+, GICSP, GSEC, CND, or SSCP.
• Ability to obtain an OS certification within 90 days of hire (MD-102 or AZ-104).

Desired Qualifications

• Knowledge of the fundamental concepts, practices, and procedures associated with industrial control systems.
• Familiarity with Linux, Windows, and VxWorks operating systems.
• Experience with vulnerability assessment tools including ACAS and HBSS.

Pay

Compensation at Noblis is determined by factors including education, certifications, knowledge, skills, competencies, experience, internal and external equity, location, clearance level, and contract-specific requirements. The projected salary range for this position is USD $78,900.00 - USD $123,300.00 per year (full-time status). For part-time or on-call staff, compensation is proportionately adjusted based on hours worked.
