About the role

Torch Technologies is seeking an Industrial Security Representative (ISR) and Disclosure Specialist to support Joint Interagency Task Force 401. The incumbent will be responsible for managing and protecting classified information, technologies, and facilities under the Industrial Security and Foreign Disclosure Programs.

Responsibilities

  • Facility and Personnel Security: Manage contractor access, visit requests, debriefs, and Insider Threat Program through the Army Contract Support Center (ACCS).
  • Disclosure Functions for personnel, equipment and contracts.
  • Determine whether information or data contained in technical reports, papers, manuscripts and other documents which, except for the controlled information itself, may be released in part to other foreign governments or the public at large.
  • Evaluate foreign government eligibility for receipt of classified and controlled unclassified information and ensure that decisions to release such information are in the best interest of the United States.
  • Develop and implement policies and procedures to support foreign disclosure and technology security programs within an organization.
  • Review foreign government, non-DoW affiliated persons, or group requests for classified information or controlled unclassified information with unique military applicability or utility; process foreign government requests for foreign representative accreditation to DoW agencies and commands.
  • Process foreign government requests for visits to DoW installations and activities.
  • Clearance Management: Oversee Defense Security Service (DSS) Final Top Secret for contractors, industry partners and foreign entities.
  • Security Oversight: Ensure compliance with DoDM 5105.21-V1-3, AR 380-28, AR 380-49, and AR 715-30 for SCI (Sensitive Compartmented Information) contracts.
  • Risk Assessment: Identify and mitigate threats from foreign ownership, control, or influence (FOCI) and other risk indicators.
  • Security Training: Provide education and awareness to DoW, federal agencies, and industry partners.
  • Policy and Compliance: Develop and implement security policies, procedures, and standards to protect classified information and facilities.
  • Insider Threat: Serve as the point of contact for 180-person staff. Ensure compliance with Security Letter (ISL) 2026-01 which provides a consolidated overview of minimum standards, resources, and training to assist contractors in establishing and tailoring their insider threat programs.

Requirements

  • U.S. Citizenship.
  • 10+ years in industrial security and Foreign Disclosure.
  • Active Top Secret with Sensitive Compartmented Information (TS/SCI) clearance.
  • Analytical, investigative, and communication skills; ability to work in a multi-agency, high-security environment.
  • Ability to attain Industrial Security Oversight Certification (CDSE) and Foreign Disclosure Certification within one year of hire.

The ideal candidate will have a strong background in industrial security and foreign disclosure, with excellent analytical, investigative, and communication skills.

Skills

The candidate should be able to work in a multi-agency, high-security environment and have the ability to attain Industrial Security Oversight Certification (CDSE) and Foreign Disclosure Certification within one year of hire.

Pay

The salary range for this position is $120,000-$140,000. The salary range information is a general guideline only, and several factors can influence the salary for a position, including but not limited to, Federal Government contract labor categories and contract wage rates, geographic location, business considerations, scope and responsibilities of the position, local or other applicable market conditions, and internal equity.

Schedule

The schedule for this position is Monday-Friday, 8am-5pm, with 0-10% travel required. The work location is Mark Center, Alexandria, VA. Relocation assistance is not available, and the position is not contingent upon the award of a contract.
