Industrial Hygienist, OSF - 26046

About the Role

The Industrial Hygienist, under direction, conducts highly detailed and complex safety and health investigations to ensure compliance with Federal, State, and City environmental, occupational health, and safety regulations. The selected candidate will establish programs to promote health and safety conditions in New York City Public Schools (NYCPS) and assess work practices and environmental conditions for hazards to the health and safety of students, staff, and employees.

Responsibilities

• Conducts highly difficult and complex inspections for various phases of environmental assessments as prescribed by the EPA.
• Oversees asbestos, lead-based paint, and hazardous waste inspections and removals according to OSHA and EPA standards.
• Conducts risk inspections assessments for mold and supervises removals/remediation if needed.
• Evaluates findings submitted by contractors, prepares reports, and makes recommendations based on the findings.
• Collects bulk samples from hazardous materials, including lead, mold, asbestos, and soil.
• Develops and recommends dust protocols and standard operating procedures for contractors and in-house maintenance staff.
• Stays current on safety regulations, programs, and legislation.
• Reviews specifications and contract documents.
• Acts as a technical resource person on health and safety matters.
• Establishes Health and Safety in the Workplace Programs, including instruction on confined space, asbestos awareness, and lead awareness that meet OSHA and EPA standards.
• Conducts Safety and Health surveys and investigations for over 1,600 NYCPS school buildings to ensure compliance with AHERA (Asbestos Hazard Emergency Response Act) and the Lead Poison Prevention Program.
• Designs and develops reports and forms using data collected from field inspections, analyzing and evaluating information to determine the extent of hazards/contamination and corrective work required.
• Identifies and assists in determining training needs in various environmental areas.
• Acts as a liaison to City, State, and Federal agencies on environmental issues (e.g., EPA, NYC Department of Environmental Protection, NYC Department of Health, NYS Department of Labor).
• Develops and analyzes plumbing profiles for water sampling and subsequent remediation.
• Develops reports for water inspections and performs statistical analysis on collected data.

Requirements

• Baccalaureate degree from an accredited college, including or supplemented by 28 semester credits in industrial hygiene, environmental health science, occupational health science, and/or safety engineering; or
• Baccalaureate degree from an accredited college, including or supplemented by 28 semester credits in the physical or natural sciences, civil engineering, mechanical engineering, environmental engineering, chemical engineering, and/or toxicology, plus one year of full-time work experience in the identification, evaluation, and control of health and safety hazards; or
• Baccalaureate degree from an accredited college and two years of full-time work experience in the identification, evaluation, and control of health and safety hazards; or
• A satisfactory combination of education and/or experience equivalent to the above. Semester credits in industrial hygiene, environmental health science, occupational health science, and/or safety engineering may substitute for experience (7 credits = 6 months experience, up to 28 credits). Credits in physical/natural sciences or engineering may substitute for experience (7 credits = 3 months experience, up to 28 credits). All candidates must hold at least a baccalaureate degree.

License Requirements: A valid New York State Motor Vehicle Driver License, maintained for the duration of employment.

Special Note: For Assignment Level II, candidates must have one additional year of full-time work experience in the identification, evaluation, and control of health and safety hazards.

Preferred Qualifications

• Master’s degree in a related discipline.
• Experience in developing and delivering training.
• United States Environmental Protection Agency (EPA) Lead Risk Assessor Certification.
• Knowledge of New York City Asbestos Procedure and New York State Mold Assessor Procedure.
• Knowledge of Hazardous Waste Operations and Emergency Response (HAZWOPER) standards.
• Ability to analyze and present complex data sets using Microsoft Office 365 applications.
• Strong organizational, communication, interpersonal, and analytical skills.
• Ability to navigate complex relationships and build program support among diverse stakeholders.
• Willingness to work collaboratively as part of a team.

Pay

$65,122 (New Hire Rate). $74,891–$87,526 (Incumbent rate after 2 years of full-time continuous City service). Internal candidates selected for this position will not earn less than their current salary if it is comparable or less senior.
