About the role

The Senior Pension Manager (SPM) administers the 1953, 1977 and 1977 Converted Police Pension Funds for over 3,500 members (active and retired officers and survivors) to ensure compliance with state law and the collective bargaining agreement. Responsibilities include coordination of medical retirements, regular retirements, survivor benefits, medical benefits for retirees and survivors, processing monthly pension benefits, managing monthly pension board meetings, and communicating with pension members about requirements and benefits.

The agency is dedicated to upholding the highest professional standards while serving the community, enforcing laws, respecting individual rights, and fostering police/community partnerships to improve quality of life in Indianapolis and Marion County.

Responsibilities

  • Coordinate all activities related to police officers seeking medical retirement, including applications, medical documents, personnel files, physician contacts, research, and submission of required documentation to INPERS.
  • Serve as the primary resource for active sworn police officers regarding the Deferred Retirement Option Plan (“DROP”), including education, benefit calculations, and submission of documentation to the Auditor’s Office and IMPD Payroll.
  • Coordinate activities for police officers seeking regular retirement under the 1977 and 1977 Converted Police Pension Funds, ensuring compliance with INPERS requirements.
  • Perform payroll duties for retired officers and survivors under the 1953 and 1977 Converted Pension Funds, including calculation of pension, death, and healthcare benefits, and submission of monthly payroll documentation to the Auditor’s Office.
  • Conduct annual “open enrollment” for healthcare benefits.
  • Coordinate benefits and assist survivors of retired officers (or officers killed in the line of duty) with applications for death, pension, and healthcare benefits.
  • Administer the IMPD Police Pension Board, including scheduling, agenda preparation, compliance with Open Door requirements, public meeting notices, and organizing board meetings.
  • Prepare the annual Pension Budget in conjunction with the IMPD Deputy Director of Administration, Human Resources Director, and Chief Financial Officer.
  • Maintain strict confidentiality at all times.

Requirements

  • Associate’s Degree and two (2) years of related experience (Payroll Processing, Pension Management, Records Management, Paralegal). One (1) year of related experience may substitute for each year of required education.
  • Highly organized with the ability to multi-task, establish priorities, and demonstrate strong analytical and problem-solving skills.
  • Ability to establish strong working relationships with internal departments and external agencies (state and local).
  • Proficiency in Microsoft Office Suite and Microsoft Outlook.
  • Must obtain and maintain a valid Indiana Notary License.

Preferred Qualifications

  • Bachelor’s Degree in Finance Management, Business Management, Accounting Principles, or a related field with one (1) year of related work experience.
  • Knowledge of pension policies and state/local laws related to pension administration.
  • Experience with PeopleSoft and advanced Microsoft Office skills.
  • Knowledge of state statutes for the 1937 Fire Pension Fund, 1977 Police and Fire Disability Fund, and Deferred Retirement Option Plan.
  • Ability to research and analyze statutes related to public safety benefits and make recommendations consistent with standards, policies, and laws.
  • Must attend annual seminars and training to stay updated on law changes and procedures.

Working Conditions

  • Essential functions performed in an office environment with limited exposure to adverse conditions.
  • Sitting at a desk for extended periods, with occasional visits to buildings and sites.
  • Some lifting, carrying, pushing, or pulling of objects weighing 5–10 pounds.
  • Extended periods at a keyboard or workstation.
  • Tasks require the ability to perceive sounds, hear oral communication, and see visual cues or signals.
