Introduction

Business Continuity Management (BCM) has become essential due to an audit by the International Board of Auditors highlighting the lack of policies and standards for BC planning within NATO. This position is crucial for supporting the BC program to meet compliance and align with the Secretary General's goal of achieving a World Class BC Program by 2030.

Skills, Knowledge, Experience Required

  • Certification or documentation of Business Continuity training
  • At least 3 years of experience with a BCMS and a NATO SECRET security clearance or national equivalent
  • Demonstrated proficiency in English as per STANAG 6001 (SLP 3333)
  • Effective working relationships with internal and external stakeholders
  • Comprehensive knowledge of BC program and project management
  • Writing - Ability to prepare technical documentation
  • Communication - Clear and effective verbal communication
  • Computer Skills - Proficiency in Microsoft Office products

Duties/Role

This SOW outlines the tasks and deliverables currently anticipated by the parties during the SOW term. The contractor will provide HQ SACT with the following services and products:

  • Maintain the HQ SACT BCMS based on NATO BCM Policy and ISO 22301/ISO 22313
  • Perform risk, threat, and dependency analysis
  • Develop and update BC Plans and Crisis Management Plans
  • Communicate BC Plans across directorates
  • Develop proof of concept exercises and test BC Plans
  • Schedule and execute BC Plan testing and exercising
  • Document events, participants, duration, and other relevant information
  • Develop Lessons Identified and Lessons Learned documentation
  • Provide oversight and training to HQ SACT subordinate commands
  • Maintain BC, Emergency Action, Incident Management policy, and training material
  • Integrate EAP, CIS DRP, and IMT PPR for seamless action and BC Plan implementation
  • Manage documentation from maintaining a review schedule, recording training, testing, exercising, and lessons learned, and preparing plans
  • Coordinate, inventory, test, and communicate plans actioned by the IMT
  • Make recommendations for program and process improvement
  • Act as a Subject Matter Expert on BC projects, events, documentation, and partnerships
  • Maintain BC program functions in the absence of the BC Staff Officer

Expected Products

  • One comprehensive BC Plan and Crisis Management Plan including threat analysis, risk appetite, impact assessment, strategies, and awareness, education, training, exercises, and evaluation processes
  • One Emergency Action Plan review with updates as necessary
  • Four workshops with each subordinate command (JFTC/JALLC/JWC)
