Overview

The Congestion Hedging engineering track supports and advances SPP’s Auction Revenue Rights (ARR) and Transmission Congestion Rights (TCR) processes, which are foundational to the Integrated Marketplace. Engineers across all levels learn, perform, and refine ARR/TCR market operations, support the development and maintenance of ARR/TCR software in coordination with vendors, and conduct technical analysis including power system modeling, load flow studies, and economic analysis for TCR markets.

These roles work closely with SPP stakeholders, Market Participants, and internal departments, ensuring quality, accuracy, and efficiency in the TCR process while contributing to market design compliance and continuous operational improvements. As seniority increases, engineers take on deeper technical oversight, represent SPP on regional and inter-regional committees, lead complex engineering studies, support regulatory and financial audits, mentor engineering staff, and shape enhancements to Congestion Hedging processes and tools.

Lead-level roles provide advanced subject matter expertise on the SPP Integrated Marketplace and ARR/TCR processes, guide junior engineers, and support organizational strategy in market operations.

Core Responsibilities

  • Learn, perform, and support ARR/TCR market operation duties
  • Perform technical analysis including Powerflow/load flow, economic analysis, and TCR market assessments
  • Develop, maintain, and test ARR/TCR software in coordination with vendors; verify requirements align with market design
  • Support stakeholder working groups; coordinate with internal departments on Market-related topics
  • Ensure quality and accuracy of TCR markets; implement improvements for efficiency and risk mitigation
  • Participate in regulatory and financial audits, including documentation, desk procedures, and compliance controls
  • Prepare and deliver reports, manuals, presentations, and technical materials
  • Represent SPP on committees addressing Congestion Hedging issues; address stakeholder inquiries
  • Mentor, train, and support junior staff as seniority increases
  • Understand and comply with SPP Tariff, Integrated Marketplace Protocols, and organizational Policies and Procedures

Qualifications

  • All Levels: Bachelor of Science degree in Engineering from an ABET accredited university in a calculus-based engineering field (Electrical, Computer, Industrial, Mechanical, or Systems Engineering) that meets PE exam requirements in Arkansas
  • By Level:
    • Engineer II: 2 years of job-related experience
    • Sr. Engineer: 5 years of relevant Engineering experience
    • Sr. Engineer II: 9 years of relevant Engineering experience OR 11 years with a master’s degree OR 10 years with a Doctoral degree
    • Lead Engineer: Professional Engineer License required
  • Additional Qualifications:
    • Engineer in Training (EIT) registration
    • Master of Science in Electrical Engineering or MBA
    • Professional Engineer License
    • Economics background and experience
    • Electric Utility Industry experience
    • Proficiency with SPP power systems analysis tools and processes
    • Understanding of SPP OATT, FERC/NERC governing documents, SPP By Laws, Criteria, and Committee structure

Other Requirements

  • All Levels: Strong interpersonal and teamwork skills, Excellent written and verbal communication skills, Competent working skills with Microsoft Office tools (Word, Excel, Access)
  • Level Specific:
    • Sr. Engineer II: Competent with administrative and communication tools for word processing and spreadsheet development, Strong knowledge of power systems analysis tools (steady state, dynamic, short circuit, or database management)
    • Lead Engineer: Demonstrated leadership ability, Strong team-building skills, Working knowledge of SPP OATT, FERC & NERC governing documents, SPP By Laws, Criteria, and Committee structure

Expected Hours of Work

This is a full-time position. The typical work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Work hours may vary based on organizational and operational needs, as determined by management. Occasional extended or nonstandard hours may be required.

Travel Requirement

These positions require minimal travel (0–15%).
