About the role

This position focuses on hydrology and supports an irrigation project. Key responsibilities include troubleshooting irrigation issues, designing and maintaining irrigation infrastructure, advising on policy, and assisting with safety and development.

Responsibilities

  • Evaluate and monitor the work of other engineers and program personnel for compliance with regulations and laws.
  • Evaluate and incorporate the latest developments in water resource planning into technical guidelines.
  • Provide authoritative advice and alternatives for decision-making within established Bureau and Federal policies.
  • Assist and advise the Project Administrator and Northwest Regional Director on various technical support projects and develop recommended policies, instructions, and guidelines.
  • Ensure compliance with Bureau, Departmental, and Federal policies and guidelines by reviewing field input regarding water rights/resources.
  • Initiate in-depth analysis of the Irrigation Program to identify weaknesses, determine needed changes, and provide planning direction.
  • Make oral presentations to governmental conferences, Tribal groups, and other organizations related to the Irrigation Program.
  • Work independently and within a team environment, demonstrating skills in conceiving, planning, and problem-solving in areas of considerable scope and complexity.
  • Communicate and write effectively, both technically and non-technically, and work in a high-risk out-of-doors environment.

Requirements

  • Bachelor's degree in Hydrology, Water Science, or a similar environmental discipline, or a higher degree in a science or management field.
  • At least 10 years of experience performing technical analyses and representing those analyses in hydrology, water science, engineering, or related disciplines.
  • A thorough knowledge of basic laws, Federal regulations, Bureau and Departmental manuals, handbooks, and technical publications related to water rights/resources.
  • A working knowledge of the organizations, functions, interrelationships, and objectives of sister agencies within the Department and other Federal agencies.

  • Excellent communication and writing skills.
  • Ability to work independently and within a team environment.
  • Considerate of and adheres to all policies, regulations, and sensitivities of the Government and Tribal clientele.

Skills

  • Advanced professional knowledge of the theories, principles, practices, and techniques of engineering management, hydrology, or natural resources management.
  • Public speaking skills.
  • Modeling-based information analysis.
  • Interfacing with BIA’s field staff and stakeholders, including tribal clientele.
