HYDROGRAPHIC ENGINEERING ASSOCIATE IV

About the role

This position supervises and leads crews performing sub-professional, technical work in hydrographic engineering and construction of marine terminals. Responsibilities include survey work for buoy placement, leases for new or renewal, construction, concrete work, and abandoned boat and debris removal. The role involves requesting equipment upgrades, replacements, or repairs, and preparing detailed budget reports for major purchases. Additionally, this position manages facilities, grounds, capital equipment inventory, and vessels for Hydrographic Operations, which maintains three buildings and several warehouses.

Responsibilities

• Lead crews in survey work for buoy placement, leases, construction, and debris removal.
• Request and manage equipment upgrades, replacements, or repairs, including budget reporting for approvals.
• Utilize sophisticated technical instruments for GPS positioning, chart preparation, and review of plans.
• Install GPS, navigational, electronic equipment, winches, davits, and solar battery chargers on terminals and vessels.
• Maintain and repair motors, trailers, air conditioners, heaters, and other components.
• Stencil buoys, signs, and day-markers, and construct charts delineating hydrographic data.
• Manage and maintain buildings, grounds, and capital equipment for Hydrographic Operations facilities.
• Supervise structural and cosmetic repairs/upgrades for vessels and facilities.
• Command vessels involved in buoy operations and ice-breaking activities.
• Ensure accurate placement of regulatory and navigation buoys using state-of-the-art equipment.

Requirements

• Graduation from an accredited high school or possession of a high school equivalency certificate, including at least four courses in mathematics and/or science.
• Two years of experience performing advanced-level Hydrographic Engineering Associate work or three years of experience performing full-performance/advanced-level Hydrographic Engineering Associate work in the Maryland Department of Natural Resources.
• Nine years of combined experience in hydrography, engineering, surveying, or construction inspection, including three years in hydrographic engineering-associated activities.

Notes:

• Candidates may substitute 15 credit hours in engineering, geology, physics, oceanography, or mathematics (excluding basic required courses) from an accredited college or university for one year of the required experience, up to two years.
• Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Civil Engineering classifications or Civil Engineering/Quarrying Specialist specialty codes in hydrographic engineering on a year-for-year basis.

Qualifications

• Experience in steel hull vessel maintenance.
• Capable of operating and maintaining state vessels, vehicles, and trailers in accordance with Departmental policies.
• Experience operating and maintaining boats and trailers.
• Possession of a Class C driver’s license (required for independent field crews driving vehicles towing boats).
• Experience using vessels equipped with hydraulic cranes and hand-operated winches.
• Knowledge of setting and retrieving regulatory buoys to mark zones.
• Experience in the safe operation of hand and power tools.
• Experience utilizing GPS devices.
