Qualifications
- Education & Experience Required:
- A bachelor’s degree in Public Administration, Public Policy, Finance, Economics, Social Work, or a related field.
- Minimum of four (4) years of progressively responsible experience in human services program analysis, fiscal analysis, budgeting, or performance management, preferably within a public sector or nonprofit environment.
Responsibilities
- Fiscal Analysis & Budget Management:
- Analyze program budgets, expenditures, and funding streams (federal, state, local, and grant-based) to ensure fiscal integrity and sustainability.
- Connect financial constraints, funding requirements, and cost drivers to operational impacts on staffing levels, service capacity, timeliness, and client access.
- Monitor fiscal performance, identify variances, and develop forecasts that inform leadership decision-making.
- Demonstrate advanced knowledge of state and federal funding methodologies and allowable uses to ensure programs are implemented in compliance with all statutory and regulatory requirements.
- Utilize data, cost modeling, and policy analysis to forecast the impact of funding and allocation changes and to develop actionable plans for programmatic, staffing, and system modifications.
- Integration of Finance and Service Delivery:
- Translate complex fiscal and program data into clear, meaningful insights for leadership, managers, and community partners.
- Analyze how funding structures, policy changes, and resource limitations affect frontline service delivery and client experience.
- Partner with program managers to align operational decisions with available resources while minimizing negative impacts on clients and communities.
- Conduct ongoing analysis to understand how financial and program decisions affect the children, adults, families, and businesses served by Adams County Human Services.
- Reporting, Compliance & Decision Support:
- Prepare reports, dashboards, and presentations for internal leadership, county administration, and external stakeholders.
- Ensure compliance with applicable regulations, funding requirements, and reporting standards.
- Provide ad hoc analysis and decision support to the Division Director and executive leadership on emerging issues, policy changes, and strategic initiatives.
- Support grant monitoring, audits, and fiscal/program reporting as needed.
- Collaboration & Community Connection:
- Work closely with program leadership, fiscal staff, data teams, and community partners to ensure shared understanding of program performance and fiscal realities.
- Support cross-division initiatives that strengthen coordination, transparency, and accountability across human services programs.
- Contribute to a culture of continuous learning, innovation, and client-centered service delivery.
- Fiscal Strategy, Compliance, and Program Alignment:
- Leads with a comprehensive understanding of state and federal human services funding streams and the legal, fiscal, and programmatic frameworks that govern their use.
- Ensures funds are maximized, compliant, and strategically aligned to program outcomes.
- Anticipates and models the downstream impacts of funding, policy, and allocation changes, translating them into timely operational, staffing, technology, and service-delivery adjustments that preserve access, manage risk, and maintain regulatory compliance.
