HUMAN RESOURCES SPECIALIST VI (LABOR RELATIONS) - DOWNTOWN, OAHU

About the Role
The position is located within the Department of Corrections and Rehabilitation (DCR), Administration, Human Resources Office, Labor Relations Unit, which is responsible for conducting departmental administrative services related to negotiated contracts applicable to the various range of bargaining units, and participating in contract negotiation activities as the primary departmental representative. The purpose of this position is to direct the labor relations program through supervision of staff who manage grievances, arbitration, contract interpretation, and labor-management consultation. This position is also responsible for advising executive leadership, ensuring consistent collective bargaining contract application across the department, and representing the department in high-level labor-management discussions and dispute resolution.
Responsibilities
- Direct the labor relations program through supervision of staff managing grievances, arbitration, contract interpretation, and labor-management consultation.
- Advise executive leadership on labor relations matters.
- Ensure consistent application of collective bargaining contracts across the department.
- Represent the department in high-level labor-management discussions and dispute resolution.
- Analyze complex labor relations problems and develop solutions.
- Provide sound recommendations to management.
- Maintain open, fair, and productive labor-management relations.
Requirements
The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
- Possess a bachelor's degree from a regionally accredited four-year college or university.
- Three and one-half years of professional work experience in human resources management functions, such as recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.
- One year of staff specialist or supervisory experience in human resources, including:
- For Staff Specialist Experience: Handling difficult and complex situations, providing advisory services to management, or performing extensive work in program development, evaluation, and human resources research.
- For Supervisory Experience: Planning and directing the work of others, assigning and reviewing work, advising on difficult problems, training and developing subordinates, and evaluating work performance.
- Two years of professional labor relations experience, such as handling grievances, interpreting collective bargaining agreements, and advising management on labor relations problems and solutions. This experience must be comparable in scope and complexity to that of the class Human Resources Specialist IV in the State Service.
- Possess a valid driver's license at the time of appointment.
Pay
$6,728 to $9,576 per month (SR-26, Minimum to Maximum).
