Key Responsibilities

  • Partner with managers and supervisors to address staffing and workforce planning needs.
  • Lead full-cycle recruitment activities from vacancy planning through hiring.
  • Develop job postings, interview questions, assessment tools, and selection criteria.
  • Conduct job analysis, evaluations, and compensation recommendations.
  • Provide guidance on employment laws, policies, contracts, and human resources procedures.
  • Support employee retention and workforce development initiatives.
  • Advise managers on labor relations matters and employee issues.
  • Mentor and provide work direction to HR Specialists and HR Technicians.
  • Monitor HR transactional processes to ensure efficiency and compliance.
  • Utilize HR information systems to process and support HR functions.
  • Deliver independent HR consultation and subject matter expertise across multiple functional areas.

Qualifications & Requirements

  • Three years of professional human resources experience performing at least three of the following:
    • Full-cycle recruitment
    • Vacancy management and staffing consultation
    • Job analysis and evaluation
    • Compensation analysis and recommendations
    • Strategic recruitment planning
    • Employment law and policy interpretation
    • Selection and hiring processes
  • Bachelor’s degree in Human Resources or a closely related field may substitute for one year of experience.
  • Experience providing labor relations guidance to supervisors and managers.
  • Ability to coordinate, lead, and support the work of other HR staff.
  • Experience using Human Resources Information Systems (HRIS).
  • Strong communication, consultation, and relationship-building skills.

Preferred Qualifications

  • Experience working in a unionized environment.
  • Experience with the State of Minnesota HRIS system (SEMA4) or similar platform.
  • Experience using Applicant Tracking Systems such as Recruiting Solutions or equivalent.
  • Experience conducting job audits and classification determinations.
  • Knowledge of job evaluation methodologies such as the Hay Method.
  • Experience supporting public sector or government human resources functions.
