About the Role

The Human Resources Representative performs specialized human resources functions and assists in implementing district human resources policies and procedures in a team environment. This technical position supports all aspects of talent management, with an emphasis on creating an inclusive and healthy workplace. The role involves a full range of administrative and technical duties, including maintaining confidentiality, providing customer service, and ensuring accurate data management within various HR systems.

Responsibilities

  • Serves as a point-of-contact for human resources programs and services, including recruitment, onboarding and offboarding, performance evaluations, compensation, faculty assignments, benefits administration, and records management.
  • Conducts orientations and trainings on policies and procedures related to HR programs.
  • Performs professional, technical, and analytical human resources duties, ensuring accuracy and compliance with applicable laws, procedures, and timelines.
  • Sets up electronic employee data, including pay, benefits, evaluation cycles, reporting structure, and demographic information, and transmits accurate information to payroll and benefit vendors.
  • Audits, creates, and submits personnel action forms and related reports.
  • Receives and processes confidential records and data, such as medical reports, employment status, evaluation materials, recruitment data, and conviction reports.
  • Assists in developing Human Resources plans and procedures to increase employee satisfaction and internal efficiencies (e.g., benefits, recruitment, onboarding, employee performance, and records).
  • Administers the District's recruitment, employment services, and benefits programs, including determining eligibility, providing notifications, calculating and auditing information, and addressing questions or concerns from applicants, employees, retirees, and vendors.
  • Participates in specialized HR projects and maintains current and historical human resources records and websites for job descriptions, salary schedules, benefits plans, contracts, and collective bargaining agreements.
  • Coordinates and participates in outreach activities such as benefit workshops, open enrollment, job fairs, employee training, and other events.
  • Provides support to employees in administrative, classified, and certificated services, benefits, leaves, and general retirement information, including documentation and verification of eligibility, qualifications, seniority, and salary placement.
  • Utilizes and maintains computerized applicant tracking, onboarding, and benefits management systems; assists users with systems and reports as needed.
  • Compiles statistical and other data to support assigned areas, creating accurate reports for management, external regulatory agencies, audits, recruitment, trend analysis, and mandated reports.
  • Responds to inquiries from applicants, employees, retirees, outside agencies, and the public, composing detailed communications regarding processes and actions.
  • Receives, audits, prepares, processes, and maintains applicant and employee data, employment records, qualifications, and eligibility documentation related to recruitment, benefits, salary placement, and other employment actions.
  • Compiles and calculates information for employment actions such as salary placement, benefits, deductions, longevity, service, and seniority, ensuring compliance with laws and procedures.
  • Responds to EDD claims and monitors COBRA and other benefit eligibility statuses, ensuring timely notifications and system updates.
  • Trains, schedules, and provides direction to others as assigned; offers technical assistance to staff.
  • Operates modern office equipment, including computers for word processing, spreadsheets, presentations, and database management.
  • Performs other related duties as assigned to support the objectives of the position.

Requirements

Associate's degree in human resources, business administration, or a closely related field OR an equivalent combination of education and experience. Three years of experience with increasing responsibility in areas such as recruitment, selection, benefits administration, classification and compensation, or related functions. Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff.

Knowledge

  • Working knowledge of best practices and procedures associated with human resources records, HR information systems, recruitment, benefits administration, compensation, and related services.
  • Working knowledge of personnel records, data entry requirements for HR systems, and mandated reporting, as well as laws and regulations affecting recruitment and benefits administration.
  • Basic knowledge of employee leaves, workers' compensation, and related benefits.
  • Working knowledge of personnel policies, rules, laws, regulations, and collective bargaining agreements.
  • Expert knowledge of personal computers and common office applications such as office suites, spreadsheets, and relational databases used in human resources.
  • Well-developed knowledge of the English language, including punctuation, syntax, and grammar for preparing documents, reports, and professional correspondence.
  • Knowledge of generally accepted personnel management practices, fair employment practices, and other laws governing human resources.

Skills and Abilities

  • Demonstrated skills in accessing and organizing data from relational databases, verifying numerical and demographic information, and entering data accurately.
  • Human relations skills to convey technical concepts, handle sensitive information, provide instructions and training, and facilitate discussions in individual and small group settings.
  • Sufficient math skills to compute sums, averages, ratios, products, quotients, variances, and cost-benefit analysis.
  • Skill in identifying errors, inconsistencies, and omissions in data compiled by others.
  • Ability to perform essential responsibilities and functions with a high degree of accuracy, where errors may result in financial liability to the District or individual employees.
  • Ability to consistently meet deadlines and learn, apply, and interpret applicable laws, policies, procedures, and contractual agreements.
  • Ability to perform research and analysis of complex human resource processes.
  • Ability to plan, organize, and prioritize work processes in a high-volume environment to meet schedules and deadlines.
  • Ability to train others and facilitate employee orientations.
  • Ability to communicate technical information and interact with diverse individuals inside and outside the District while providing exemplary customer service.
  • Ability to build and maintain positive working relationships with co-workers, employees, students, outside agencies, and the public.
  • Ability to exercise sound judgment when elevating issues to upper management.
  • Ability to perform intermediate to advanced tasks using computer and data management systems.
  • Ability to maintain composure and tact during high-stress situations, manage heavy workloads with conflicting priorities, and meet deadlines under frequent interruptions.

Work Demands

  • Typical on-site office environment; in-person work expected with potential to participate in the District's telework program, as available.

Schedule

12 months per year, 37.5 hours per week.

Position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act and a Responsible Employee under the Equity in Education Act and Title IX.
